Red Snapper Recruitment are recruiting on behalf of our client for an experienced Prison Governor to lead the Guernsey Prison Service on a fixed-term contract of 6–9 months. This is an exceptional opportunity for a proven senior prison leader to take overall responsibility for the strategic and operational management of the prison, ensuring the safe, secure and effective delivery of custodial services while driving organisational performance, staff development and continuous improvement.

Summary of the Role

  • Location: Guernsey
  • Contract: Fixed-Term Contract (6–9 months)
  • Salary: SO7 – £118,000 per annum
  • Hours: Full-time
  • Travel to and from Guernsey at the commencement and conclusion of the contract fully funded by the Government of Guernsey
  • Accommodation provided by the Government of Guernsey for the full duration of the contract

Main Duties and Responsibilities

  • Provide strategic leadership and direction for the Guernsey Prison Service.
  • Lead, inspire and develop the Senior Management Team, fostering a high-performing culture and addressing underperformance where necessary.
  • Be accountable for the prison’s operational performance, financial management and achievement of key performance targets.
  • Ensure the prison operates safely, securely and lawfully, maintaining high standards of decency, public protection and rehabilitation.
  • Develop and implement strategic plans, policies and service improvements that support the long-term vision of the Prison Service.
  • Lead workforce planning, succession planning and staff development initiatives.
  • Work collaboratively with senior government officials, politicians, criminal justice agencies and external partners, providing expert advice on prison policy and legislation.
  • Oversee budget planning and resource management to ensure effective, efficient and value-for-money service delivery.
  • Champion diversity, inclusion, safety and initiatives that reduce reoffending and improve outcomes for prisoners.

Person Specification

  • Accreditation as a Prison Senior Operational Manager (or equivalent).
  • Extensive senior operational leadership experience within a custodial environment, including responsibility for all categories of prisoners.
  • A proven track record of delivering strategic leadership, organisational change and continuous service improvement.
  • Significant experience in performance management, financial planning and resource management.
  • Exceptional communication, negotiation and stakeholder management skills.
  • Experience of interpreting complex legislation and providing strategic advice at executive level.
  • The ability to influence, motivate and develop high‑performing teams.
  • Strong analytical, problem‑solving and decision‑making skills.
  • Degree‑level education or an equivalent professional management qualification.
  • Political awareness and experience of working within complex public sector environments.
