Role Summary
As the T&A Project Manager, you will ensure that Time & Attendance systems and processes across all countries are designed and implemented in line with statutory requirements, reducing compliance risk and supporting defensible audit outcomes. Your mission is to build compliance into every stage of T&A project delivery — ensuring all initiatives incorporate country-specific labor laws, working time regulations, collective bargaining agreements (CBAs), and payroll compliance requirements from initial design through go-live. Acting as the central compliance liaison across T&A-related initiatives, you will translate legislative requirements into clear system controls, coordinate audit responses, and establish governance frameworks that balance regulatory rigor with scalable delivery. You will work closely with country compliance experts, Product, and Payroll Operations to ensure solutions are compliant by design — not reliant on reactive fixes.
What You'll Do
- Embed Compliance into T&A Project Delivery
- Partner with T&A, Payroll Operations, Product, and Implementation teams to integrate country-specific labor law requirements (working time regulations, overtime rules, rest periods, CBAs, statutory accruals) into system design and configuration
- Ensure compliance reviews are built into project lifecycles, including requirements gathering, configuration validation, testing, and go-live readiness
- Advocate for compliance to be embedded from the outset rather than addressed after implementation
- Translate Legislative Requirements into Functional Controls
- Work with country compliance and legal experts to interpret statutory obligations (maximum working hours, mandatory breaks, overtime calculations, accrual logic, record retention, etc.)
- Translate legislative requirements into clear system configuration rules, technical specifications, and operational controls
- Convert complex legal language into actionable requirements that Product and Operations teams can implement consistently
- Cross-Functional Coordination & Governance
- Serve as the central compliance point of contact for all T&A-related initiatives, aligning Compliance, Product, Payroll Operations, and Implementation teams
- Establish governance checkpoints and review processes that ensure regulatory alignment without slowing delivery
- Define global standards while accommodating country-specific legal requirements
- Risk Identification & Escalation
- Identify compliance gaps or control weaknesses before they create operational or regulatory exposure
- Assess potential impact in collaboration with subject matter experts
- Recommend practical corrective actions, prioritize remediation efforts, and escalate material risks when required
- Audit & Regulatory Review Coordination (T&A Scope)
- Coordinate internal and external audit requests relating to Time & Attendance systems and processes
- Partner with country compliance experts and operational stakeholders to compile complete, accurate, and defensible documentation
- Ensure audit evidence and control documentation are delivered on time
- Track remediation actions resulting from audit findings through to closure
- T&A Control Documentation & Change Oversight
- Develop and maintain T&A compliance documentation, including control narratives, process maps, risk registers, and change logs
- Set documentation standards that ensure processes are transparent, traceable, and audit-ready across all operating countries
- Ensure compliance impact assessments are incorporated into system and process change management
What You Bring
- Technical Expertise
- Hands-on experience with global payroll Time & Attendance systems (e.g., Workday Time Tracking, UKG, ADP, Ceridian Dayforce) across multiple jurisdictions
- Strong understanding of T&A compliance requirements, including working time directives, overtime calculations, rest period enforcement, accrual methodologies, and statutory record-keeping obligations
- Knowledge of how collective bargaining agreements influence T&A configuration and operational processing
- Ability to translate functional requirements into scalable system controls
- Compliance & Risk Management
- Ability to interpret labor legislation and translate statutory requirements into operational controls and system functionality
- Experience coordinating audit responses and preparing compliance documentation for regulatory or internal review
- Track record of identifying and mitigating compliance risks in multi-country environments
- Comfortable operating in regulated environments where accuracy and defensible documentation are essential
- Project & Stakeholder Management
- Strong project management skills, with experience embedding compliance into agile or hybrid delivery frameworks
- Ability to influence and align cross-functional stakeholders (Product, Operations, Implementation, Legal, Compliance) without direct authority
- Experience establishing governance structures that balance risk management with business enablement
- Able to work effectively in complex, matrixed global organizations
- Communication & Documentation
- Strong written and verbal communication skills, with the ability to explain complex regulatory requirements clearly to both technical and non-technical audiences
- Experience creating structured documentation that withstands audit and regulatory scrutiny
- Ability to collaborate effectively with country-based compliance experts and global stakeholders across time zones
