Job Description
- Location:Â Leicester (1 day in office per week)
- Salary: Up to £55,000 per annum
We are currently recruiting for a for a skilled Treasury Finance Manager to join a dynamic council team within their Capital & Treasury team. This pivotal role focuses on leading the strategy for the council’s borrowing and financial investments, advising on complex development and investment proposals, and maximizing resources within the council's financial framework.
Day-to-Day Responsibilities:
- Prepare and monitor capital budgets and forecasts, manage capital financing budgets, and ensure accurate financial reporting to stakeholders.
- Manage and develop a team, providing clear direction and performance management, fostering a culture of continuous improvement and innovation.
- Develop and ensure compliance with policies on investing, borrowing, and capital management that align with strategic objectives.
- Execute major treasury decisions, manage day-to-day investment and borrowing activities, and advise on capital investment opportunities and risks.
- Act as the Council's representative in various regional and national forums.
Required Skills & Qualifications:
- Qualified accountant (CIPFA, ACA, ACCA, CIMA) with at least 2 years post-qualification experience.
- Substantial experience in accounting, budgeting, and financial forecasting within a large organisation.
- At least 5 years prior Treasury experience
- Proficiency in advanced spreadsheet use and financial appraisals.
- Strong leadership skills with experience in developing people and performance.
- In-depth knowledge of local government capital financing, and relevant legislation would be desirable.
- Excellent analytical, critical thinking, and communication skills.
