We are seeking an Interim Service Manager for Transport Planning & Policy to shape the transport strategy for Rotherham and the South Yorkshire region. This role involves leading the delivery planning of the Transport Capital Programme and developing initiatives for active travel, public transport, and behavioural change programmes. The ideal candidate will possess strong communication, influencing, problem-solving, project management, and team leadership skills.
Day-to-day of the role:
- Manage and develop complex policies and programmes for active travel, road safety, bus priority, and other transport initiatives.
- Lead the development of business cases to secure funding for transport projects.
- Formulate local transport policy and strategy, ensuring alignment with sub-regional and national policy.
- Provide input on transportation, traffic, highway, and parking for the Development Management process.
- Maximize financial contributions from development to support transport infrastructure needs.
- Lobby and liaise with bus operators, South Yorkshire Mayoral Combined Authority, and other strategic partners to increase public transport and active travel.
Required Skills & Qualifications:
- Transport Planning, Highways, or Traffic Engineering equivalent qualification or suitable experience in a related field.
- Substantial management experience within transport planning and policy.
- Experience in policy development, corporate/strategic planning, and managing change.
- Effective management of people within a customer-focused service delivery environment.
- Successful budget management and evaluation of competing budgetary priorities.
- Experience in performance management and quality assurance processes.
- Knowledge of Local Government democratic processes and political context.
- Understanding of legislative frameworks and government policy agendas.
- Experience in partnership and multi-agency working.
- Successful project management and service delivery to set standards.
- Application of risk management in strategy setting and identifying principal risks.
- Level 7 qualification (e.g., Post Graduate Certificates and Diplomas) or equivalent knowledge gained through work experience.
General Requirements:
- Able to work flexibly and travel to various locations.
- Good attendance record and no serious health problems impacting job performance.
- Commitment to safeguarding and promoting the welfare of children, young people, and adults.
