Overview

We are looking for an experienced Business Analyst to join a major UK Government digital transformation programme, playing a key role in shaping services that deliver real outcomes for citizens. Working within a multidisciplinary Agile team, you will be responsible for translating user needs into clear, actionable requirements. You will take ownership of elements of the end-to-end service vision, ensuring that business processes, research, and data insights are aligned to deliver effective and user-focused solutions. This role requires a confident Business Analyst who can operate in complex environments, manage diverse stakeholder groups, and contribute to both delivery and continuous improvement within the Business Analysis community.

Key Responsibilities

  • Take ownership of elements of the end-to-end service vision and translate these into effective business processes
  • Lead workshops, interviews, and focus groups to understand business problems and user needs
  • Work within Agile teams to define and refine requirements using epics, features, user stories, and acceptance criteria
  • Ensure alignment between business needs and technical delivery across stakeholders including policy, strategy, and operations
  • Build and manage strong stakeholder relationships across a wide range of functions
  • Apply best practice standards in line with the BA community of practice to maintain quality and consistency
  • Model current and future business processes, identifying opportunities for improvement
  • Support backlog refinement and prioritisation alongside Product Owners
  • Define test scenarios and collaborate with developers and testers to ensure quality delivery
  • Contribute to business cases, including cost/benefit analysis for proposed solutions
  • Coach and support other Business Analysts and contribute to the wider BA community

Key Skills & Experience

  • Strong experience as a Business Analyst within complex, large-scale digital transformation programmes
  • Proven experience working within multidisciplinary Agile teams
  • Excellent stakeholder management skills across business and technical environments
  • Experience leading workshops, interviews, and requirements gathering sessions
  • Strong ability to translate business problems into structured requirements using Agile methodologies
  • Hands-on experience writing user stories using “As a…, I can…, so that…” and defining acceptance criteria using GIVEN / WHEN / THEN
  • Experience with process modelling and identifying service improvements
  • Understanding of Agile frameworks, principles, and tools (including INVEST)
  • Ability to support testing through defining scenarios and working closely with QA and development teams
  • Experience working within UK Government or public sector
  • Familiarity with large-scale service transformation programmes
  • Experience supporting Discovery, Alpha, or Beta phases
  • Experience mentoring or coaching within a BA community
  • Understanding of the full software development lifecycle
