This is a rare opportunity to lead and shape a strategically important property and asset management function across Redditch Borough Council and Bromsgrove District Council at a pivotal time for local government.
Following a recent restructure of the service, we are looking for a confident, commercially aware and people-focused leader who can bring direction and energy to a newly formed team. The role offers the chance to embed a new operating model, strengthen performance and influence how the Councils manage, invest in and get best value from their property assets.
You will lead a broad multidisciplinary team covering repairs and maintenance, facilities management, capital programme delivery, engineering and design, compliance, contracts and asset management. This is a high-profile role with real scope to make a lasting difference: ensuring the Councilsβ buildings and assets are safe, well managed, resilient, efficient and able to support high-quality services for residents, staff, visitors and partners.
We are looking for someone who can combine strategic insight with strong operational grip. You will be comfortable working with senior managers, Councillors, partners and contractors, and will bring the professional credibility and judgement needed to advise, challenge and influence at a senior level.
Just as importantly, you will be an inspiring and supportive people leader. You will bring teams together, set clear direction, build confidence and capability, and create a positive, customer-focused culture where people are empowered to do their best work.
With local government reform due in 2028, this role will be central to preparing the service for future change while continuing to deliver responsive, reliable and effective services day to day. It is an opportunity to lead transformation, shape a modern property and asset management function and make a visible contribution to two ambitious councils.
Key responsibilities include:
- Leading, developing and motivating the Strategic Assets and Property Service.
- Embedding the new service structure, operating model and ways of working.
- Providing strategic and technical leadership across a broad multidisciplinary service.
- Strengthening performance, resilience, customer focus and value for money.
- Leading change, service improvement and preparation for local government reform.
- Building strong, trusted relationships with senior managers, Councillors, partners, contractors and stakeholders.
About you
You will be an experienced senior leader from a property, estates, facilities, capital programme or asset management background, with the confidence to operate at both strategic and operational levels. You will bring professional credibility, sound judgement and experience of leading teams through change. Just as importantly, you will be a visible, supportive and motivating leader who can build trust, strengthen performance and create the conditions for people to succeed.
