Are you an experienced procurement professional with a strong understanding of public sector procurement, contract management and supplier engagement? We are seeking a highly capable Procurement & Contracts Officer to join a busy Commercial Services team on an initial one-month contract. This is an excellent opportunity for someone who can hit the ground running and provide expert procurement and contract management support across a diverse portfolio of projects and services.

The Role

As a Procurement & Contracts Officer, you will provide specialist commercial expertise, advice and guidance on procurement, contract management and supplier relationship management activities. You will manage end-to-end procurement exercises, support contract management processes and help ensure compliance with procurement legislation, governance requirements and best practice. Working closely with stakeholders across multiple departments, you will support the delivery of commercial strategies that maximise value for money, reduce risk and contribute to organisational objectives.

Key Responsibilities

  • Manage full procurement lifecycle activities from pre-market engagement through to contract award and mobilisation.
  • Lead and support procurement exercises, including complex, high-value and high-risk contracts.
  • Draft tender documentation, contracts, evaluation criteria and procurement reports.
  • Provide professional advice and guidance on procurement regulations, contract management and supplier performance.
  • Support contract variations, extensions and modifications in line with legislative requirements.
  • Conduct market engagement activities and supplier relationship management.
  • Assist with risk management, dispute resolution, performance monitoring and contract compliance.
  • Work collaboratively with stakeholders to develop effective commercial and procurement strategies.
  • Promote best practice procurement, social value, sustainability and value-for-money principles.
  • Support continuous improvement initiatives and contribute to the development of commercial capability across the organisation.

About You

We are looking for a procurement professional who can demonstrate:

  • Experience managing end-to-end procurement processes and contract management activities.
  • Strong knowledge of public procurement legislation, procurement procedures and commercial best practice.
  • Experience drafting tender documentation, evaluating bids and managing procurement projects.
  • Excellent stakeholder management, influencing and negotiation skills.
  • Ability to work independently, prioritise competing demands and deliver results to tight deadlines.
  • Strong analytical and problem-solving skills with a commercial mindset.
  • Excellent written and verbal communication skills.
  • Proficiency in Microsoft Office applications including Word, Excel, PowerPoint and Teams.

Essential Requirements

  • Degree-level education or equivalent professional experience.
  • Level 3 Advanced Certificate in Procurement and Supply (or equivalent), or at least two years' experience in a procurement or commercial role.
  • Knowledge of procurement regulations, contract management principles and supplier relationship management.
  • Experience delivering commercial outcomes, value for money and social value objectives.

Desirable

  • Public sector procurement experience.
  • CIPS membership or working towards professional procurement qualifications.
  • Experience of contract management systems and e-procurement platforms.
  • Project management qualifications such as PRINCE2.
