We're looking for a hands-on Corporate Health & Safety professional to lead corporate H&S across a large local authority. You'll ensure compliance across council services, corporate buildings, and public venues, acting as the Responsible Person under relevant legislation. You'll provide strategic guidance, maintain robust risk management and safety systems, and lead the implementation of Martyn's Law and emergency preparedness across council venues, liaising with Counter Terrorism Security Advisors (CTSAs) and ensuring compliance with national guidance. This fast-paced, high-profile role requires you to advise senior leaders, engage with elected members, and drive a culture of safety and compliance across all departments.
The role includes:
- Acting as the senior competent person for corporate H&S across all council services, covering fire, gas, asbestos, water hygiene, lifts, contractor and staff wellbeing, and general risk management.
- Maintaining and updating the council's H&S management systems, policies, and procedures, ensuring consistent implementation across Corporate Property, Housing, Schools, Adult Social Care, Children's Services, and Environment.
- Leading a team of professional H&S officers to monitor compliance, carry out audits, inspections, and risk assessments, and report performance to senior management and committees.
- Developing and delivering training, guidance notes, and safe working instructions to staff across all departments.
- Liaising with regulators, trade unions, and external agencies, ensuring statutory obligations under the Fire Safety Order, Building Safety Act, and related regulations are met.
- Implementing business continuity, emergency planning, and civil contingency measures, including evacuation planning, safety drills, and incident response.
- Analysing accidents, dangerous occurrences, and violent incidents, making recommendations for corrective action.
- Promoting a positive safety culture and embedding best practice across all departments.
- Ensuring the council complies with relevant legislation, codes of practice, and guidance, keeping up to date with regulatory changes.
You will need:
- Significant experience in health and safety leadership within a large, complex organisation.
- Legally competent and confident advising senior management and elected members on H&S matters.
- Experience in implementing safety management systems and conducting audits and inspections.
- Strong leadership skills, able to manage and develop a team of H&S professionals.
- Practical, hands-on, and comfortable engaging with operational teams across multiple sites.
- Excellent communication and stakeholder management skills.
- Flexible, proactive, and able to manage multiple priorities in a fast-paced environment.
- Knowledge of civil contingency, emergency planning, and public venue security (including Martyn's Law) is highly desirable.
