Recruitment Hunters are recruiting for a Chief Finance Officer role an exceptional educational client based in Cambridge. (Full-Time or Part-Time Considered)
£77,000 – £80,000 DOE +24 % Pension and Free Onsite Parking. (CFO)
We are seeking a dynamic and experienced professional to join our highly successful leadership team at a leading national College located in the historic city of Cambridge. This role will be pivotal as we take the College forward to the next level to achieve its strategic objectives as we transition across to form a new Multi Academy Trust in which our College will be the sole founding organisation.
You will already be an excellent leader with substantial experience in a senior financial role, incorporating strategic and operational management skills and with a track record of developing high performing teams. You will be a clear strategic thinker with an entrepreneurial mindset and the ability to maximise opportunities for the College. You will be a strong communicator with a motivational and collaborative approach. Although your expertise and background may be financial, all voices around our leadership table contribute to all aspects of strategic decision making and we would want your voice to be part of that.

Main Accountabilities
Finance
- advise the College Strategy Team and Governing Body on the development of the College’s financial strategy to realise the College’s educational objectives while ensuring short- and long-term financial viability.
- ensure robust and appropriate systems of internal financial control and that public money is used appropriately, efficiently and effectively, and in compliance with funding body regulations
- ensure that the College complies with approved financial and accounting policies including the Statement of Recommended Practice: Accounting for Further and Higher Education and the College Accounts Direction
- maintain and develop effective procedures for the preparation of the College’s annual budgets, associated cash flow forecasts and rolling financial forecasts and to oversee the production of the annual budget and three year financial forecast
- ensure accurate and timely preparation of management information on a monthly and ad-hoc basis to enable monitoring of financial performance, including with monitoring of Adult Education and reporting.
- ensure and oversee the accurate and timely preparation of the statutory Annual Report and Financial Statements
- manage College debt and investments and lead on the arrangement of loan facilities for significant estates developments as appropriate
- ensure that income generation from the Sports Centre, Adult Education and the letting of premises is maintained and developed and source other funding and income opportunities including grants to support significant estates developments
- oversee the management of payroll and pensions ensuring accurate and timely payment of staff in compliance with statutory obligations, and returns to the Teachers’ Pension Agency and the Local Government Pension Scheme
- take a financial oversight role for the Job Evaluation Team advising on outcomes and their financial implications in relation to staffing

Catering
- lead on the provision of the catering service at the College, to ensure that it meets the needs of all key stakeholders and provides a viable and sustainable offer both financially and environmentally
- with the catering manager, take a lead on the recruitment and retention of catering staff ensuring legislative training is up to date and all food hygiene processes are in place
- set and deliver an annual business plan for catering that offers at minimum a break-even model for the College, with stretch targets and incentives as appropriate to contribute to the bottom line
Development Funding
- take strategic responsibility for setting and monitoring the annual targets for the Development Director, agreeing with the post holder ambitious targets to meet
- support the Development Director with contracts and liaison with donors and sponsors taking lead responsibility for ensuring the College delivers on any contractual demands
- advise and oversee the reporting and tax status for charitable giving to the College ensuring compliance with any regulatory controls and providing any annual returns such that we maximise gift donations through GiftAid and charitable status, as appropriate.
Strategic Planning and Financing
- develop a financial plan that seeks to provide top quality facilities and resources that support colleagues and students to achieve their best outcomes
- finance a plan that allows the College to maximise its outdoor space for social, community – and potentially study and teaching – purposes
- allocate spend to achieve flexibility of use within our large and single storey spaces
- commit design spend for immersive digital space for collaborative learning, filming and use of VR
- prepare for bid funding opportunities through careful surveys and analysis to support the College’s case for growth
- attend Audit committee meetings of Hills Education Trust
- with the Chair of Audit, take lead responsibility for the routine retender process for external financial audit controls and oversight
- oversee all required financial and related returns from the College and the Trust, ensuring they comply with regulatory requirements and with annual reporting cycles
Procurement and Contracts
- To take lead responsibility and oversight for any new contract entered into on behalf of the College and/or the College’s Trust and ensure that value for money is a consideration within all new contracts and renewals
Other duties
- to take the lead, in the post-holder’s areas of specific responsibility, for the termly review of the College’s risk register
- to manage delegated budgets as appropriate
- to lead on the planning and appointment of staff in relevant areas
Line Management
Take day-to-day responsibility for the management and appraisal of the work of the:
o Finance Manager
o Development Director
o Catering Manager
Education and Skills – CFO
Education & Experience Required
- Qualified (CIMA, ACCA, ACA, CIPFA) (ESSENTIAL)
- 7 years in a similar senior financial role (ESSENTIAL)
- Management experienced (ESSENTIAL)
- Strategic Planning and Financing experience (ESSENTIAL)
- Experience of working in the Education Sector (Desirable)
This will be a permanent role paying between £77,000 – £80,000 DOE + 24% Pension, Excellent benefits and Onsite Parking – Full-Time or Part-Time would be considered.
