About the Role

We are seeking a highly experienced Senior Quantity Surveyor to take ownership of the commercial management of a major smart metering infrastructure programme in the South East. This home-based role, with regular site travel, offers the opportunity to play a pivotal part in a long-term, industry-first utility services contract.

As a Senior Quantity Surveyor, you will manage key subcontractor relationships, oversee NEC contract compliance, and provide robust financial and commercial support to operational and finance teams. You will bring strong contractual expertise, sound judgement, and the ability to influence decision-making at both project and senior leadership levels.

Key Responsibilities

  • Commercial Management
    • Take full responsibility for the commercial relationship with the principal subcontractor delivering the metering installation programme.
    • Ensure costs are controlled, variations are managed effectively, and financial performance aligns with project objectives.
    • Act as the trusted commercial advisor to operational teams.
  • Contract Administration
    • Lead NEC contract administration (ideally NEC4 TSC), ensuring compliance with all obligations and processes.
    • Review and authorise applications for payment, ensuring accuracy and fairness.
    • Assess and negotiate compensation events, contractual changes, and claims.
    • Provide clear guidance to teams on contract requirements, supporting best practice across the project.
  • Financial Forecasting & Reporting
    • Produce and maintain rolling 12-week cash flow forecasts, reviewed monthly.
    • Prepare monthly cost accruals, including service credits and provisions for contractual liabilities.
    • Deliver accurate financial and commercial reporting to senior leadership, highlighting risks and opportunities.
  • Risk & Performance Management
    • Identify and manage commercial risks, implementing mitigation strategies.
    • Work with operational teams to link financial and delivery performance.
    • Ensure all valuations, claims, and forecasts are backed by robust evidence.
  • Collaboration & Stakeholder Engagement
    • Build strong working relationships with operational and finance teams, providing training and commercial support where required.
    • Engage with clients, subcontractors, and suppliers to maintain transparency and resolve issues quickly.
    • Contribute to strategic discussions on commercial and contractual best practice.
  • Business Development
    • Provide commercial expertise to support future business opportunities within the regulated utilities sector.
    • Assist in shaping bids and proposals with contract insights and lessons learned from current delivery.

About You

  • Degree in Quantity Surveying, Commercial Management, or related discipline.
  • Significant experience in commercial management and formal contract administration, with strong knowledge of NEC contracts (NEC4 TSC preferred).
  • Track record of managing subcontractor relationships and delivering accurate valuations, forecasts, and claims.
  • Strong financial acumen with proven ability to produce reliable cash flow forecasts and cost reports.
  • Experience in service-based contracts; metering or civil works knowledge advantageous.
  • Excellent communicator, with the ability to influence stakeholders at all levels.
  • Knowledge of the water sector desirable but not essential.
