ACCOUNTABLE TO: Operations Director
LOCATION: Travel to various West Midlands locations (Wolverhampton, Bilston, Oldbury, and Birmingham). Please note, this role is field based at our Children's Homes within the West Midlands with an element of working from home, so a driving license and access to a vehicle are essential.
Hours: 40 hours in any 7-day cycle, with flexibility to meet service needs.

Job Description
We are currently seeking an experienced, well-established Quality & Compliance professional who is eager to continue their progression and development in the Quality management area of our Children's home. Your primary focus will be to support our Responsible Individuals & Registered Managers in promoting compliance, effective quality improvements and best practice alongside acting as a source of information. You will work closely with our Registered Managers and Responsible Individuals to facilitate the achievement of excellent outcomes for our young people following key principles of residential childcare in line with Children's Homes Regulations including the quality standards April 2015, safeguarding children and promoting the welfare of children, in line with the SCCIF. You will provide robust Quality management support which meets and goes above and beyond of the Leadership and Management Standard.
Key Responsibilities & Duties
- Able to work collaboratively with senior leaders, provide expert support to managers, and drive high-quality standards across services.
- Advise and work along with the Registered Managers & RIs regarding Statement of Purpose, Care Guidelines, location of risk assessment and other compliance documentation.
- Overall responsibility for reviewing Policies and Procedures in consultation with the Directors.
- Contribute, develop and write policies, procedures, processes, and systems for every area which supports the delivery of high-quality care working in partnership with Directors, Responsible Individual and Registered Managers.
- Create and maintain a robust Risk Register format to make sure the organisation is continuously assessing and managing current and potential risks.
- Identification and action planning for areas of organisational risk and areas for improvement.
- Deliver Compliance and Quality Management training for Managers and Senior Staff.
- Develop, maintain, and review management of information systems and recording processes to ensure compliance with regulations and best practice using Clear Care, Share Point and any other relevant systems and tools.
- Fulfil responsibilities of Safeguarding across the organisation.
- Implementation and management of safeguarding meetings, risk registers, and core practice improvements.
- Maintain close communication with SMT and Leadership in reviewing Health & Safety policies and procedures, thus safeguarding the children and maintaining the safety of the organisation.
- Oversight and tracking all incidents, physical interventions, and behaviour management processes.
- Oversight and tracking all safeguarding concerns and complaints to ensure the appropriate processes are followed by the homes and the organisation.
- Oversight of all care planning, risk assessments and admission planning, including regular and ad hoc clear care (electronic recording system) audits.
- Prepare an annual programme of Quality Assurance under Ofsted benchmarking to include team training and improvement of Management performance across the homes.
- Conduct regular Ofsted inspections across the homes, including a program to undertake these, based on the risk register.
- Promote a culture of continuous improvement and demonstrate this by supporting the Home/Registered Managers and RIs to achieve recognised quality judgements in its Ofsted Inspections and work towards the achievement and maintaining of Good / Outstanding status and receive positive Local Authority QA audit reports.
- To develop audit tools to measure performance against all Ofsted and SCCIF.
- To undertake regular audits of the quality of care in all homes, to ensure regulatory triangulation is completed and followed at all levels, including schedule 2 audits.
- Provide On Call support for compliance matters.
- Evaluate and advise on systems to evidence that the Homes take account of the views, wishes and feelings of all children, and their representatives with whom we work, to ensure that it continues to meet their assessed needs, expectations and are of the highest quality.
- Support Home Managers and the Responsible Individual with Standards and Regulatory compliance; Reg 44, Reg 45, Ofsted inspection, feedback, and action planning.
- Weekly monitoring the progress of action plans along with the RIs.
- To work with registered managers and responsible individuals to ensure all action plans are completed in a timely manner.
- Support Home Managers, RIs, Directors, and the Business Manager with registration of new Homes ensuring a smooth process to successful registrations.
- Support Managers to develop robust systems for Participation and Consultation for Children.
- Support Responsible Individual and the Home Managers in raising operation compliance standards across Residential Services, in line with the Government's national agenda and to comply with registration and contractual requirements.
- Support to induct members of management, for example new Managers.
- To attend Team and Operations meetings as and when required.
- To coach and develop new managers to support them to lead effective teams.
- To develop effective systems and processes to measure the quality of care and outcomes achieved by young people in our homes.
- Support Home/Registered Managers with incident management and oversight including lessons learned.
- To lead and/or contribute to reflective practice sessions in each service, ensuring lessons are learned from any incidents.
- To monitor the quality of care provided in all homes to ensure all regulatory standards are met or exceeded.
- To undertake detailed investigations and provide comprehensive investigation reports as required and directed by the Operations Director.
- To work closely with members of the multi-disciplinary team and department heads.
- Working in partnership with the Training Manager maintaining Oversight of training for quality and compliance purposes only to ensure continuous improvement and increased knowledge across the organisation.
- Deliver Workshops to improve quality as required and directed by the Operations Director.
- To perform other duties as required by the organisation for better outcomes of the business.

- Full working knowledge of current statutory and regulatory guidelines governing the operation of services for children and young people
- Methodical: Search out errors, rectify omissions, perfect systems and procedures which will raise the quality and standards, and more importantly, coach and teach others to attain these skills.
