We are working with a design-and-build main contractor specialising in refurbishment schemes across a wide range of sectors. Their portfolio includes social housing maintenance, office refurbishments, building developments, hospital refurbishments, school refurbishments, and high-end residential projects.

The Role
We are seeking an experienced Quantity Surveyor to manage the financial and contractual aspects of social housing maintenance projects for a Local Authority client. This is an excellent opportunity for an established QS or a Site/Project Manager looking to step into a commercial role.
You will ensure cost-effective delivery, budget control, and compliance with NHF Schedule of Rates (SOR), while acting as a key point of contact for clients, contractors, and internal teams.
Key Responsibilities
- Cost Management & Estimation
- Prepare and review cost estimates for responsive, cyclical, planned, and void maintenance works using NHF SOR
- Assess contractor quotations to ensure pricing aligns with NHF SOR and framework agreements
- Conduct financial forecasting and cost planning to keep projects within budget
- Administer contracts in compliance with JCT Measured Term Contracts (MTC), NEC, and other local authority frameworks
- Monitor contractor performance and certify interim and final payments
- Manage variations, ensuring proper documentation and cost validation
- Conduct on-site inspections to validate contractor claims and completed works
- Ensure all valuations align with contractual obligations and best practices
- Produce accurate reports on expenditure, cash flow, and value-for-money analysis
- Support compliance with Local Authority financial governance and social value commitments
- Liaise with client representatives, housing officers, contractors, and internal teams
- Advise on procurement strategies, framework agreements, and cost-saving measures
- Prepare financial and performance reports for senior management and clients
- Address disputes, resolve contractor queries, and negotiate settlements when required
About You
- Proven experience on Social Housing maintenance contracts within Local Authority or Housing Association environments
- Strong knowledge of NHF SOR and its practical application
- Proficiency in cost management software (e.g., Excel, COINS, Orchard, or similar)
- Knowledge of JCT, NEC, and MTC contracts
- Excellent analytical, negotiation, and stakeholder management skills
- Strong communication skills to liaise with contractors, clients, and tenants
- Ability to produce financial reports and advise on cost-saving measures
