About the role
- Lead and manage a portfolio of complex housing, regenerationand capital projects from feasibility through to completion and final account.
- Deliver projects to agreed time, cost, qualityand customer satisfaction targets.
- Develop andmaintainproject plans, programmes, budgets, risk registers and cashflow forecasts.
- Act as the Council's client-side project lead, managing consultants, contractors, Employer's Agentsand professional teams.
- Lead procurement and tendering activitiesin accordance with Council procedures and Standing Orders.
- Oversee planning application processes and ensure compliance with statutory and regulatory requirements.
- Manage significant capital budgets and ensure value for money across projects.
- Lead stakeholder engagement, publicconsultationand community engagement activities.
- Prepare and present reports to senior leadership, boards, electedmembersand Council committees
- Linemanageand support Housing Delivery Project Officers, helping to develop skills, capabilityand high performance within the team.
- Deputise for the Housing and Regeneration Delivery Manager whenrequired.
About you
We are looking for a highly motivated project professional with experience of delivering complex capital programmes and housing developments within a local authority, publicsectoror similar environment.
- Degree-level education or equivalentandrelevant professional qualification.
- Extensive experience delivering capital projects and programmes, ideally within a local authority setting.
- A strong understanding of project management methodologies, constructionprocessesand relevant legislation.
- Experience managing multidisciplinary teams of consultants, contractorsand stakeholders.
- Proven experience of developing and delivering complex new-build or regeneration schemes on time and within budget.
- Strongfinancial managementskills, including budget monitoring, forecastingand cost control.
- Experience leading public consultation and stakeholder engagement activities.
- Excellent communication, report-writingand presentation skills.
- Experience managing, coachingand developing staff.
- The ability to manage competing priorities and deliver results within a politically sensitive environment.
