The Digital and IT service within Reading Borough council is a very forward-looking Digital Service leading the in regards delivery tools and techniques available to customers and employees. We are proud of our accessibility standards and we have a great ambition to do even more through the introduction of world class standard systems, artificial intelligence and robotics.
Our service is one of the most critical roles that enables the council function and we take pride in the quality of digital and IT service delivery both internally and through our managed service suppliers. In digital and IT, we have responsibility for the council’s web estate, software, hardware, application support, development, telephony, networks and cyber security.

About the role
This role is pivotal to the next phase of Reading’s digital transformation as a borough. It will play a central part in driving our ambition to lead in digital innovation and enhance both customer and employee experiences. The role embodies the principles of a digital-first culture and will spearhead strategies and initiatives to embed this vision within the council and across the borough’s communities.
You will collaborate with existing partners and the tech industry in Reading to foster a vibrant digital culture throughout the borough. Beyond promoting this culture, the role carries responsibility for the Agile delivery of the council’s digital programme portfolio, ensuring projects are executed with agility while adhering to corporate governance standards.
You will manage relationships with both internal and external stakeholders through effective business partnering, serving as a key link to the broader Digital team. Additionally, this role will oversee the council’s software development team, ensuring alignment with the council’s digital goals.
You’ll be part of a team that relies on each individual to play their part to the best of their ability. As well as the colleagues that you work closely with every day, you’ll also be part of Team Reading, playing your personal part in making Reading a successful and vibrant place.

Our ideal candidate will have hands-on experience in delivering Agile programmes and fostering a digital culture within an organization of similar complexity. You should have a proven track record of managing or collaborating with software development teams and designing effective IT solutions.
