About the role:
The Major Subcontract Manager contributes to competitive tendering, single‑source tendering and subcontract management, managing the full subcontract cycle from business case to contract closure.
Key Responsibilities:
- Identify and engage early subcontractors to support new business pursuits and provide risk and opportunity analysis.
- Develop procurement strategies, including procedure selection and justification.
- Execute procurement procedures and guide multi‑functional internal teams, including scoring moderation and gaining customer endorsement at each stage.
- Promote sustainable and responsible procurement, integrating social, cultural and diversity values throughout the supply chain.
- Liaise with peers in other disciplines, businesses and the Functional Senior Leadership Team.
- Create, execute and manage various international or domestic subcontract types using diverse source selection techniques.
- Participate in the development of supplier Statements of Work (SOW) and conduct bidders’ conferences as required.
- Perform or support cost and price analysis, develop negotiation strategies, and lead negotiations to create value‑for‑money outcomes.
- Direct and manage all costs, quality, schedule, financial and technical performance requirements imposed on the subcontractor.
- Collaborate with suppliers and stakeholders to achieve strategic relationship management and value creation.
- Contribute to the creation of business capture strategies, recommending strategic choices to improve short‑ and long‑term performance.
- Ensure compliance with customer requirements, government regulations, public law and Raytheon policies.
- Participate in gate reviews and capture/proposal efforts.
- Lead or actively participate in the Supplier IPT and facilitate relationships between program offices, functional organisations and suppliers.
- Utilise project management skills and techniques when managing suppliers.
- Initiate and participate in supplier assessments and development activities.
- Represent the functional area in supplier and internal reviews including Gates, MRBs and EACs.
- Produce business cases, briefing materials, and resource/material estimates for management reviews.
- Lead supplier assessments and development activity teams, including administration of due diligence activity.
Candidate Requirements:
- Experience in supply chain, subcontract management, procurement, commodity or related fields.
- Relevant degree, MCIPS or equivalent.
- Experience developing and managing subcontractor relationship management and collaborative working.
- Flexible, positive attitude.
- Ability to lead or perform effectively in a multi‑functional team.
- Excellent verbal and written communication skills, able to brief at mid‑management level.
- Knowledge of import/export legislation and logistical requirements.
- Experience with delivery/acceptance/invoicing of goods and services.
- Experience negotiating low/medium complexity non‑standard agreements, including service level requirements.
- Experience delivering continuous improvement and dispute resolution at mid‑management level.
- Knowledge of MRP, SAP and purchase order, material receipt processes.
- Experience as Control Account Manager.
- Experience with team mate selection and team‑ing agreements.
- Experience working with international suppliers/programmes.
- Experience managing a team.
- Experience in programme management skills (IPDS/Risk Management, Programme Gating, Metrics, SOW Development, Business Finance).
- Develop and implement international offset/industrial participation strategies and negotiate associated agreements.
