Responsibilities

  • Forge strong relationships with external stakeholders and internal teams to ensure goals and objectives are understood and executed.
  • Apply and maintain effective project management practices in accordance with Raytheon UK process.
  • Establish and maintain a governance structure for coordinating work requests, including estimations, work proposals, forecasting and internal reporting.
  • Report progress routinely and by exception into the Raytheon account, including scheduled and ad‑hoc management briefings.
  • Communicate project status and delivery to stakeholders using metrics and scheduling tools.
  • Produce schedule performance metrics, including schedule variance, critical path analysis and schedule performance analysis to support the PMO function.
  • Manage end‑to‑end software delivery with Agile principles and Scrum‑focused teams.
  • Challenge existing practices and lead continuous improvement in delivery standards and processes.
  • Provide Agile coaching to the team, including Scrum best practices.
  • Interpret customer technical requirements and convert them into deliverable solutions while managing scope creep and expectations.
  • Identify project risk, issues and dependencies, seeking resolution before escalation.
  • Support the programme’s PMO function and promote continuous improvements in measuring and reporting delivery progress.
  • Interface with Finance to establish and monitor budget authorisations, providing supporting data for analysis such as ETCs and cost exposure.
  • Build trust and confidence within the team, encouraging open problem sharing without fear of blame, retribution or external distraction.

Essential Requirements

  • Existing enhanced Developed Vetting (eDV) security clearance.
  • Strong organisational, leadership, communication and interpersonal skills; motivator capable of building relationships with peers, customers and suppliers at all levels.
  • Demonstrable knowledge of working within software development teams that apply Scrum and Agile principles, practices, techniques, and methodologies.
  • Experience in Project/Task‑based Management, Risk Management, MS Project, Programme Performance Reviews, and Cost Account Management.
  • Experience managing multiple projects and programmes in a controlled environment using recognised methods (e.g. PRINCE2).
  • Sound knowledge of PMO disciplines and techniques.
  • Ability to lead and support problem solving of complex issues across functional boundaries, summarise key concerns and execute corrective action plans.
  • Sound judgement and understanding of when to own, when to brief, and when to escalated.
  • Rapid assimilation of information, culture and process.

Desirable Qualifications

  • Computer Science, Engineering or Business Degree or equivalent qualification.
  • Experience within the Cyber and Intelligence Community.
  • Experience in a Scaled Agile Framework (SAFe) environment.
  • Bid and Proposal Management skills.
  • Knowledge of cost estimating.
  • Membership of a relevant Engineering or Project Management Professional institution.
  • Ability to guide and provide professional planning assistance to all levels of the team.
  • Understanding of relevant government information assurance policies and controls.
