Raytheon UK has an exciting new opportunity for a Proposal Manager to join our team. As Proposal Manager, you will be a core part of the team built around our bids – responsible for managing content creation, ensuring all response documents reflect the agreed proposal strategy, value propositions and win themes. You will lead document authors in the preparation of all proposal content and artefacts, ensuring compliance, responsiveness, quality and consistency. You will create and maintain the book plan for each opportunity, coordinate bid writing resources and activities to deliver content to the Bid Manager according to the agreed bid schedule. You will coach document authors in bid writing best practices and persuasive techniques. The role requires you to quickly form working relationships within bid teams and be flexible to support development of winning proposals. Eligibility to gain BPSS and SC clearance (possible DV clearance) is required.

Responsibilities

  • Identify and address ITT/RFP/ITN requirements for bid submission and recommend appropriate proposal document structure.
  • Collaborate with Bid Manager and subject matter experts to populate content plans before Bid/Proposal kick‑off.
  • Lead document authors in preparing all proposal volumes and artefacts, delivering completed inputs to the Bid Manager against agreed deadlines, escalating issues as required.
  • Develop and maintain the book plan, managing and coordinating content creation activities and resources to meet milestones within the broader bid schedule.
  • Train and coach document authors and subject matter experts in bid writing best practices and persuasive writing techniques.
  • Develop and maintain a standard Raytheon UK style guide and work with the Bid Manager to tailor the guide for each pursuit.
  • Lead and manage the pink/red/gold team review processes to assure proposal material quality, compliance and consistency, in accordance with IPDS requirements.
  • Manage final editing, production and delivery of the Proposal, utilising proposal production staff.
  • Maintain configuration control of all key proposal documentation and ensure effective communication of changes to stakeholders.
  • Lead adoption of new software and workflows in proposal writing as required.

Qualifications

  • Demonstrable experience managing complex proposals in a technical market.
  • Strong attention to detail and a structured approach to ensure proposal compliance.
  • Experience in persuasive writing – able to embed win themes in every proposal.
  • Experience leading successful colour‑team reviews.

Desirable Skills and Experience

  • APMP Bid Management Practitioner Certification or equivalent.
  • Track record of winning bids with the UK Ministry of Defence.
  • Experience delivering writing and proposal training.
  • Experience with specialist proposal tools.
