My client is a leading Civil Engineering company who are going through huge growth at present. They are seeking a Civils Project Manager to lead the delivery of a BBV-controlled HS2 civils package. This is not an office-based PM role — it is a hands-on, site-driven leadership role within a Tier 1 assurance environment. The subcontract explicitly requires the subcontractor to deliver full compliance in quality, information management, technical assurance, and HSE documentation systems.
Duties:
- Act as the company’s single point of responsibility to BBV for delivery, compliance and coordination.
- Attend BBV progress meetings.
- Hold Interface coordination meetings.
- Carry out assurance and audit reviews.
- Work in line with BBV Safety, Health & Wellbeing framework and HS2 and CDM Regulations.
- Ensure RAMS are fully prepared, accepted and briefed prior to works.
- Workforce competence, supervision and briefings meet requirements.
- Enforce “no approval – no work” principle.
- Exercise and promote Stop Work Authority.
- Personnel, structured supervision, and formal control of hazards through approved systems and training governance always required.
Quality & Assurance:
- Ensure all works are delivered strictly in accordance with Approved Inspection & Test Plans (ITPs).
- Ensure all quality evidence is captured, structured, traceable.
- Manage Non-Conformance Reports (NCRs) via DALUX / DDD, including Root cause analysis, Corrective and preventive actions, Formal close-out with evidence.
- Change Control & Field Change Requests (FCRs): Ensure all site-driven changes are raised formally via Field Change Requests (FCRs) in DALUX.
- Enforce no change implemented without written approval.
- Protect the company commercially by preventing informal instructions and undocumented change.
- Act as Temporary Works Coordinator (TWC) for the package.
- Ensure all Temporary Works are identified and classified, entered into the TW Register, designed, checked and approved, permitted, inspected and signed off prior to use.
- Coordinate Temporary Works Designers, Checkers, Supervisors.
- Ensure full compliance with BBV Temporary Works procedures (BS5975 aligned).
- Lifting Operations & Cranage (Preferred Competence): Provide competent oversight of lifting operations.
- Where holding AP (Lifting): Act as Appointed Person for lifting activities.
- Lead lift planning, crane selection, interface with BBV lifting teams.
- Ensure environmental compliance with HS2 Environmental Minimum Requirements (EMRs).
- Ensure environmental controls are implemented, monitored and evidenced.
- Ensure no environmentally sensitive activity proceeds without accepted RAMS.
- Ensure the company operates within BBV’s systems, including: DALUX / DDD – NCRs, FCRs, inspections, QA evidence, business collaborator (BC) – submissions and approvals, ProjectWise – drawings and models (where applicable).
- Ensure document control is fully resourced.
- Ensure information is accurate, controlled and auditable.
Requirements:
- Temporary Works Coordinator (TWC) (Required).
- SMSTS or equivalent (Required).
- Appointed Person (Lifting) (Preferred).
- Engineering / construction qualification (Preferred).
- Proven Project Manager experience on complex civils / infrastructure works.
- Experience delivering within a principal contractor environment.
- Experience in assurance-heavy framework (HS2, Network Rail, Major Infrastructure).
- Experience in Temporary Works governance.
- Experience in ITP-led quality systems.
- Highly process-driven and disciplined.
- Comfortable operating in audit-heavy regulated delivery environments.
- Will challenge unsafe or non-compliant instructions — even under pressure.
- Strong communicator across client (BBV), site teams, supply chain.
