YouwillplayavitalroleinhelpingtodrivetheCouncil'sdedicatedActiveTravelcapitalprogrammeofover£9million.WorkwithkeynationalbodiessuchasActiveTravelEnglandtoensureschemescomplywithfundinganddesignrequirements.Plusworkwithlocalstakeholdersandcolleaguestoinform,promoteandhelpdeliveradiverserangeofactivetravelandtransportschemesincludingthewiderangeofoverlappingdisciplinesthiscaninvolvesuchasplanning,S106contributions,maintenance,policyetc. RolePurposeActiveTravelProjectManager SupporttheServiceManagerandPrincipalTransportPlannertooverseethedevelopmentandschemepreparationstagesofnewactivetravelschemes,throughtothecommencementofconstructionandhandovertooperationaldelivery. Managesprojectsastheschemetransitionsintoconstruction. Co-ordinateswiththevariousstakeholderstoagreerobustproposals,appropriateengagementfromallnecessaryparties,commissioningofnecessarytechnicalactivityandsecuringofnecessaryapprovalsandconsents. ThefocusofthisrolewillbeontheActiveTravelProgramme,butthesuccessfulcandidatewillberequiredtobecomeinvolvedinotherteamandinterdisciplinaryprojects. AccountabilitiesActiveTravelProjectManager ResponsibleforsupportingtheServiceManager-TransportSchemesCommissioningforallmattersrelatedtothecommissioningofnewmajorandminortransportinfrastructureschemestoensureswiftprogressismaintainedthroughthelifeofthescheme. CommissioningMajorTransportInfrastructureSchemes Overseethedevelopmentandschemepreparationstagesofnewschemesfollowingtheapprovaltocommenceastrategicoutlinebusinesscase,throughtothecommencementofconstructionandhandovertooperationaldelivery. Manageprojectswiththeauthorityandresponsibilitytoruntheprojectonaday-to-daybasisupuntiltheappointmentandinvolvementofanNECprojectmanager(contractmanager)astheschemetransitionsintoconstruction. Co-ordinateactivityworkingwiththevariousstakeholderstoagreerobustproposals,appropriateengagementfromallnecessaryparties,commissioningofnecessarytechnicalactivityandsecuringofnecessaryapprovalsandconsents. EnsureClientresponsibilitiesaremetundertheConstructionDesignandManagement(CDM)2015regulations. Responsibilitiesinclude:ActiveTravelProjectManager Initiateprojectinceptionandassociatedprocesses.oEstablishappropriategovernance(projectandprogramme)andagreeprojectrolesandresponsibilities. WiththeProgrammeManagementOffice,establishtheprojectorganisationandreinforcetheroles,responsibilitiesanddeliverablesforeachteammember. Co-ordinatetheactivitiesofamulti-disciplineprojectteamwhichmayconsistofdevelopment,design,construction,commercial,planning,testing,andcommissioningandsupportresources. SupporttheServiceManagerinprogressingbusinesscasedevelopmentfromthestrategicoutlinebusinesscasestagethroughtofullbusinesscase. Commissiontechnicalactivitytosupporttheschemedevelopmentandpreparation,e.g.trafficmodelling,highwaysdesign,legalandplanningadvice,land-acquisitionandproperty,surveys,consultations,etc. Co-ordinateconsultationandengagementprocesses. Developandgainapprovalforprocurementstrategyinassociationwiththeprojectteam. ObtainformaldecisionstoproceedateachbusinesscasestageorgatewayundertheCouncilsschemeofdelegation. SupporttheServiceManageringainingauthoritytoseekplanningconsentsanduseofCPOpowersifneeded. Maintainandmonitorprogresstoprogrammeandbudgetthroughoutlineanddetaileddesign. Ensureoutcomesandoutputsaredeliveredateachstage. CommissionEarlyContractorInvolvement/Buildabilityadviceasnecessary. CommissionMinorTransportSchemeProgrammesActascommissionertoensurethatanagreedframeworkisinplacetoidentify,prioritiseanddeliveraprogrammeofminortransportimprovementschemesandsafetyrelatedimprovements. WorkwithoperationsinanadvisorycapacitytoensurethatappropriateprocessesareinplaceandthatthecriteriaforschemeselectionandprioritisationreflecttheCouncilsoverallpolicypriorities.
