About the Role Risk and Insurance Manager

Tower Hamlets is seeking an experienced and motivated Insurance Manager to lead the delivery of a high-quality, customer-focused insurance and claims service across the Council.

Reporting to the Head of Internal Audit, you will be responsible for managing the Council's insurance arrangements, overseeing claims handling activities, and ensuring that effective insurance protection is in place to support the delivery of services and safeguard public assets.

You will lead a specialist team of insurance and claims professionals, working closely with brokers, insurers, legal representatives, senior managers, and external partners to ensure the Council receives a responsive, cost-effective, and professional insurance service.

  • Lead and develop the Council's insurance service, ensuring the provision of comprehensive and cost-effective insurance arrangements.
  • Review and recommend improvements to insurance policies, procedures, and service delivery practices.
  • Ensure insurance arrangements remain compliant with relevant legislation, regulations, professional standards, and best practice.
  • Manage the procurement, appointment, and ongoing performance of insurance brokers, insurers, and other specialist providers.
  • Maintain expert knowledge of developments within the insurance market and local government insurance sector.

Claims Management Risk and Insurance Manager

  • Oversee the effective management of all insurance claims, including employer's liability, public liability, property damage, motor, and other insured risks.
  • Ensure claims are investigated and managed efficiently, fairly, and in accordance with policy and legal requirements.
  • Manage relationships with claimants, solicitors, insurers, brokers, and loss adjusters.
  • Monitor claims performance, identify trends, and implement actions to improve outcomes and reduce costs.

Financial Management Risk and Insurance Manager

  • Manage the Council's Insurance Fund and associated budgets.
  • Monitor insurance expenditure and ensure effective financial control and forecasting.
  • Calculate and administer insurance recharges across Council services.
  • Coordinate annual actuarial and independent reviews of insurance provisions and reserves.
  • Ensure value for money is achieved across all insurance activities.

Leadership and Team Management Risk and Insurance Manager

  • Lead, motivate, and develop a team of insurance and claims professionals.
  • Ensure team objectives, performance standards, and service targets are achieved.

Operational Management

  • Ensure insurance and claims management systems are maintained accurately and used effectively.
  • Develop and maintain operational procedures that support efficient service delivery.
  • Ensure appropriate insurance cover is maintained for Council assets, liabilities, leaseholders, tenants, schools, and education establishments.
  • Maintain fidelity guarantee and other specialist insurance arrangements as required.

Essential Qualifications

  • Advanced Diploma in Insurance (ACII) or equivalent professional insurance qualification.
  • Membership of a recognised insurance professional body or a commitment to achieving professional accreditation.

Essential Experience

  • Significant experience in insurance management within a large and complex organisation, ideally within the public sector.
  • Experience of managing insurance programmes and insurance funds.
  • Extensive claims management experience, including liability and property-related claims.
  • Experience of managing relationships with brokers, insurers, solicitors, and external service providers.
  • Experience of leading and developing professional teams.
  • Experience of budget management and financial oversight.
  • Experience of preparing reports and presenting to senior stakeholders and governance boards.
