Statutory Reviews Lead (Part VI Housing Allocations) Review Officer
We are seeking an experienced housing professional to lead the clearance of a backlog of statutory Part VI Housing Act 1996 reviews while supporting the implementation and transition to a new Housing Allocations Policy. This is a key role within the Housing Needs service, providing expert oversight of allocation review processes and ensuring lawful, robust and timely decision-making.
The postholder will manage and determine complex statutory reviews relating to housing allocations under Part VI of the Housing Act 1996, producing high quality, fully reasoned decisions that are legally compliant and capable of withstanding challenge. You will apply legislation, case law, statutory guidance and local policy to ensure consistency, fairness and sound decision making.
The role will be responsible for reducing existing review backlogs, ensuring statutory and service timescales are met, identifying legal and operational risks, and preparing litigation-ready files where required. You will work closely with Legal Services on challenges to allocation decisions, including pre-action correspondence, judicial review matters and other legal proceedings, while advising on associated financial and reputational risks.
You will also provide specialist advice and guidance to officers, managers and senior leaders on housing allocations legislation, policy interpretation and emerging case law. A central part of the role will be supporting the successful implementation of the Council's new Housing Allocations Policy, embedding new processes, improving quality assurance and ensuring the consistent application of the revised framework across the service.
