Job Purpose Development & Regeneration Surveyor

The provision of expert professional advice and deliver high-quality development and regeneration activity across the Councils property portfolio.

Principal duties and responsibilities

  • Lead on and contribute to feasibility studies, options appraisals and business cases, ensuring robust evaluation of financial, technical and strategic considerations.
  • Prepare and present development appraisals, viability assessments and recommendations on preferred delivery options.
  • Identify and progress opportunities to bring forward development and regeneration schemes, including the reuse of surplus or underutilised assets.
  • Support the development and delivery of a pipeline of regeneration and development projects aligned to corporate priorities.
  • Lead or support negotiations in relation to acquisitions, disposals, land assembly, leases and development agreements.
  • Contribute to strategic planning of the Council?s development pipeline and asset optimisation opportunities.
  • Embed sustainability, equality and social value considerations into all aspects of decision-making.
  • Responsibility for People ? Supervision/Management: Development & Regeneration Surveyor
  • Full and ongoing responsibility for the supervision of at least two members of staff.
  • This includes the recruitment and selection of staff, allocating and directing work, performance management, identifying training needs and responding to any matters relating to sickness absence or conduct.
  • Contribute to the mentoring and development of junior staff, graduates or trainees where required.

  • Manage a defined caseload of development and regeneration projects, prioritising workload to meet competing demands and deadlines.
  • Commission, manage and monitor consultants, agents and contractors, ensuring value for money and quality outputs.
  • Manage projects to time, cost and quality, including risk management, governance, reporting and stakeholder engagement.
  • Undertake site investigations, inspections, condition surveys and due diligence activities.
  • Support funding applications, grant submissions and claims by assessing financial viability and deliverability.
  • Exercise professional judgement in relation to development appraisals, valuations and project recommendations.
  • Ensure compliance with relevant legislation, procurement regulations, professional standards and internal governance requirements.
  • Maintain accurate project records, audit trails and documentation.
  • Ensure decisions are informed by financial analysis, risk assessment, policy considerations and statutory requirements.

Job Working Environment

  • Predominantly office-based with requirements for site visits across the county.
  • Exposure to construction sites and varying weather conditions.
  • Occasional requirement to deal with sensitive or challenging situations, including negotiations impacting businesses or livelihoods.
