Specific duties and responsibilities Interim Policy Manager

The postholder will work with the substantive Policy Manager, where required, but will be expected to take responsibility for day-to-day management decisions, prioritisation and team coordination.

Ensure continuity of core Policy functions, including corporate performance reporting, overview and scrutiny support, corporate policy development, LGR programme management, partnership support, learning and development activity, grants administration and related corporate programmes.

Liaise with colleagues involved in LGR, including the substantive Policy Manager and Head of Policy & Performance to manage the impact on team priorities, capacity and forward planning, ensuring that business-as-usual activity is appropriately managed alongside organisational change.

Oversee the day to day performance monitoring and management process across and report quarterly progress to CMB and through relevant Member forums.

Lead on the development and delivery of the Council’s corporate policies and priorities, as well as promoting cultural change activities and encouraging wider corporate groups within the organisation to engage.

Interim Policy Manager Oversee the use of research and data for corporate policy development.

Oversee the learning and development function, as well as ensuring the team organises and administers LGR learning and development programmes, apprenticeships and work experience initiatives.

Interim Policy Manager Support the Head of Policy & Performance to deliver against the LGR People Workstream action plan.

Keep abreast of national and regional policy developments and provide feedback, briefings and information to the appropriate recipients, including to the substantive Policy Manager and Head of Policy & Performance.

Interim Policy Manager Keep up to date on budget allocations and spend and undertake monitoring as required by the Policy Manager and/or Head of Policy & Performance.

Oversee the community safety partnership work including the contract management of the CCTV service.

Oversee work on community partnerships and development, supporting the work of the borough’s Voluntary, Community and Faith sector (VCFS), linking into the Community, Health and Wellbeing Team.

Oversee the councils VCFS funding programme.

Work with the wider Policy & Performance team managers as required.

Political, relationship and staff management

Act as the Overview and Scrutiny lead manager and ensure the team provides effective policy support to the committee and ancillary groups.

Support and advise elected Members corporate policy and relevant partnerships within the service area.

Keep fully informed of organisational issues and the wider local government agenda to be able to respond corporately.

Using the Council’s Competencies and values undertake performance reviews and ensure that personal development plans are in place for the Policy Team.

Effectively balance management of people, tasks, activities and staff development, health and well-being in order to achieve these targets.

Undertake any other duties determined by the Policy Manager and Head of Policy & Performance.

Experience of providing clear leadership, prioritisation and support to staff during periods of high workload or organisational transition

Working in local government and with Elected Members.

Conducting research, and/or public consultation and community engagement exercises.

High presentational skills – both written and oral.
