Randstad have an opportunity available for an experienced HR Professional to join the team at Belfast Metropolitan College. The Talent Acquisition and Workforce Planning Specialist is responsible for delivering a high-quality, strategic, and proactive recruitment service that supports the organisation's current and future workforce needs.

Requirements:
- Hold a Level 6 or above qualification in a relevant discipline (HR Management or Business) plus a minimum of two years' experience working in a Human Resources Department OR Hold a relevant L5 qualification in a relevant discipline plus 3 years' experience working in a Human Resources Department
- Hold a relevant professional qualification - ideally CIPD level 5 or above
- Demonstrable experience delivering end-to-end recruitment and high-volume recruitment across diverse job families including employer branding and social media activities
- Experience of providing professional HR advice to managers on employee resourcing matters
- Strong understanding and ability to analyse strategic workforce planning and recruitment data
- Knowledge of values-based recruitment, workforce planning principles and equality legislation
- GCSE Maths and English, Grade C and above or equivalent are mandatory for this role
- Candidates will be subject to enhanced vetting (including an enhanced access NI check) and compliance due to the nature of this work
Responsibilities:
- Support strategic workforce planning activities by maintaining and analysing workforce data, vacancy and headcount data, establishment and budget, turnover trends, talent gaps, and future capability needs
- Support scenario planning and resourcing models to forecast future staffing requirements and identify proactive recruitment solutions
- Provide insights and recommendations on labour market trends, skills shortages and talent risks
- Assist senior HR colleagues with succession planning actions such as identifying business critical roles, talent pipelines, and skills gap analysis to identify development needs
- Support managers in developing internal talent pools and progression routes
- Support Head of HR operations in organisational transformation initiatives by advising on staffing models, role redesign and resourcing implications
- Provide recruitment expertise during restructuring processes, including redeployment support and skills analysis
- Participate in project teams to ensure talent considerations are integrated into organisational change
- Manage the end-to-end recruitment lifecycle, ensuring timely and efficient vacancy approvals, advertising, shortlisting, interviewing, and onboarding
- Lead high-volume recruitment campaigns, ensuring resourcing levels are maintained to meet operational demands
- Work closely with hiring managers to develop accurate, engaging, and up-to-date job descriptions, person specifications and selection methodology
- Ensure compliance with organisational policies, equality legislation, and safeguarding obligations throughout the recruitment process
- Lead the development and delivery of innovative attraction strategies to reach diverse and high-quality talent pools
- Strengthen the organisation's employer brand through targeted campaigns and consistent brand messaging across recruitment platforms
- Manage relationships with external partners such as social media, recruitment agencies, education providers, and community networks
- Monitor the effectiveness of attraction channels and make data-driven recommendations for improvement
- Ensure a high-quality, inclusive, and consistent candidate experience from initial contact to appointment
- Coach hiring managers in effective interviewing techniques and unconscious bias mitigation
- Maintain accurate workforce and recruitment data and metrics, to ensure accurate and timely reporting on key resourcing activity
- Assist in development of HR Committee reports and statutory reporting
