Randstad Sourceright, a leading provider of RPO & MSP Recruitment Services, is currently recruiting for a Bid Manager on behalf of Siemens Mobility. This role is essential for delivering high-quality, winning tenders across the Control & Information Systems (CIS) portfolio, leading bids through internal governance to contract award and ensuring successful mobilisation to project delivery teams.

Job Purpose

Operating as a senior member of the centralised Bids and Tendering department, the Bid Manager leads competitive, high-value bids ranging from £100k up to £10m across the Siemens CIS and rail infrastructure portfolio. The role holds complete ownership of the LOA governance framework through to project handover, aligns bid and portfolio strategies, drives internal and external stakeholder engagement, and manages cross-functional teams to ensure winning, technically compliant, and profitable proposals.

Responsibilities

  • Full Bid Lifecycle Management: Own and drive bids through the entire lifecycle—from Bid/No-Bid decisions through to customer negotiation and Contract Award.
  • Bid Strategy & Scoping: Define and implement winning bid strategies, breaking down tender requirements and coordinating all technical, commercial, financial, and pricing structures (including subcontract partnerships).
  • Proposal Documentation: Prepare, review, and coordinate compelling tender documentation to ensure high consistency and quality, capture customer requirements, establish a baseline for delivery, incorporate lessons learned, and mitigate business risks.
  • Governance & Deliverables: Own the internal governance process, completing all necessary internal deliverables (risk registers, requirements capture, approval workstreams) prior to sign-off.
  • Review Meetings & Close-Out: Prepare all tender review meeting materials and coordinate the close-out of all action items.
  • Team Leadership: Provide matrix leadership to multi-disciplinary tender teams and allocated resources (often 10+ people across engineering, sales, finance, legal, and procurement), keeping executive management informed via regular progress reporting.
  • Client Engagement & Negotiations: Act as the primary single point of contact for the client during pre- and post-submission tender discussions, encompassing technical, financial, and commercial scopes.
  • Presentations: Produce and deliver high-impact presentations internally and externally, up to board level.
  • Project Handover & Mobilisation: Ensure effective knowledge transfer from tendering to the project delivery team, achieving scope stability and seamless transition.
  • Budget & Process Management: Accurately manage bid budgets (often in excess of £250,000) while adhering to Siemens RI company policies, balancing governance with cost efficiency, and driving continuous process improvements.

About You

  • Experience: Minimum of 5 years of management experience within an engineering project-based business in a regulated industry, with demonstrable experience leading bids in excess of £5m and managing bid budgets over £250,000.
  • Domain Knowledge: Strong understanding of how railway technology and engineering projects are structured and delivered (incorporating project management, finance, engineering, planning, and commercial inputs). Specific background or familiarity with Rail, Telecoms/SISS, IT networking, SCADA, or Signalling/CIS systems is highly advantageous.
  • Governance & Commercial Acumen: Proven ability to manage bids through structured corporate governance workflows while structuring offers competitively to minimise business risk.
  • Leadership & Matrix Management: Experience leading multi-disciplinary teams greater than 10 people, with the executive stature to influence, negotiate, and collaborate effectively with senior project managers and board-level stakeholders.
  • Tools & Systems: Proficient in Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint), with familiarity with enterprise platforms such as SAP and Salesforce.
  • Education & Professional Certifications: Degree qualified (or equivalent) in a business or engineering/technical discipline. APMP or IET accreditation is desirable.
  • Personal Attributes: A proactive, high-achieving self-starter with excellent written and oral communication skills, adept at delivering under pressure and meeting tight deadlines.
