Randstad is seeking a highly motivated and experienced Neighbourhood Team Leader to provide cover for a temporary role in Welwyn Garden City. This is a fantastic opportunity to lead a dedicated team and contribute to the success of our housing services.
About the Role:
This crucial role involves the direct delivery of high-quality, customer-focused tenancy and leaseholder management services across our mixed-tenure housing stock. You will lead and manage a team, overseeing neighbourhood and estate management, enhancing our communities, and resolving complex tenancy issues. You will also develop services, build partnerships, meet national performance standards, and contribute to the strategic direction of the service. This role requires regular travel across the area, therefore a full driving licence and access to a vehicle with business insurance is essential.
Key Responsibilities:
- Team Management: Effectively manage the Neighbourhood Team, overseeing people, performance, development, health and well-being, and resource allocation in line with council policies and procedures.
- Service Quality: Monitor service quality against team objectives and council standards; implement improvements to meet required standards.
- Sector Knowledge: Stay current on technological and service provision developments within the sector, making recommendations for improvement.
- Partnership Working: Collaborate with other agencies, resolving complaints, safeguarding issues, and responding to formal complaints, MP/councillor inquiries, and policy/practice reviews.
- Performance & Targets: Ensure key performance targets and operational project plans are met through daily task delivery and team management; contribute to annual target setting and monitor direct report performance, implementing solutions for underperformance.
- Representation: Represent the council internally and externally in meetings, panels, boards, and consultations.
- Budget Management: Monitor a £1M budget, identifying efficiencies and prioritising resources.
- Resident Engagement: Promote and develop resident involvement and community development initiatives, ensuring tenant voices are heard and incorporated into service delivery.
- Customer-Focused Service: Deliver services based on customer needs, providing reasonable adjustments as necessary.
- Equality & Diversity: Promote equality and diversity in the workplace and services, delivering the council's equality and diversity priorities.
- Communication: Effectively communicate with staff and the public, providing clear and accurate advice in spoken English.
- Other Duties: Undertake other duties commensurate with the level and grade of this post.
Top 5 Essential Requirements:
- Formal Training/Qualification: Extended formal training or professional qualification (or equivalent experience) in housing management or a related field.
- Housing Management Experience: Proven experience in a tenancy or housing management role or a relevant housing-related area.
- Vulnerable People Experience: Experience working with vulnerable people.
- Legislative Knowledge: Up-to-date knowledge of Housing legislation, Data Protection (GDPR), Safeguarding, Enforcement legislation, sector influences, and Regulatory standards.
- Communication Skills: Excellent communication skills across various formats (written, verbal, reports, presentations).

- Full UK driving licence and access to a vehicle with valid business insurance.
