Appointed Person - Lifting Operations Location: Greater Manchester (Site-Based) Project Scope: Transport for Greater Manchester (TfGM) Framework Contract Type: Freelance, inside IR35 Duration: April 2027 Role Brief: We are seeking an experienced Appointed Person (Lifting Operations) with a valid CPCS Blue Card to join a leading Tier 1 Civil Engineering Contractor delivering critical infrastructure upgrades across the TfGM Framework. In this site-based role, you will hold primary responsibility for the planning, management, and execution of all lifting operations across complex civil engineering environments (e.g., rail, bridge works, structures, and transport interchanges). Candidate Responsibilities: Produce, review, and approve comprehensive Lift Plans, Risk Assessments, and Method Statements (RAMS) for standard, complex, and tandem lifting operations. Supervise and direct all lifting activities on site, ensuring operations strictly adhere to approved Lift Plans and method statements. Brief Crane Supervisors, Slinger Signallers, Crane Operators, and site teams via daily pre-start briefings and lift inductions. Inspect and verify valid thorough examination certificates (LOLER) for all lifting machinery, accessories, and gear prior to site entry and use. Assess ground conditions, outrigger loadings, access routes, and environmental constraints (e.g., proximity to overhead lines, live light rail lines, and public highways). Conduct regular site audits, participate in safety stand-downs, investigate near-misses, and drive continuous safety improvements on site. Candidate Requirements: CPCS Blue Card - Appointed Person (A61 Lifting Operations) Proven track record as an AP with a Tier 1 Civil Engineering Contractor Experience working within public transport frameworks (TfGM, Network Rail, or Highways England). In-depth knowledge of BS 7121, LOLER 1998, PUWER 1998, and current CDM regulations. Valid CSCS Card, PTS Randstad CPE values diversity and promotes equality.
