About Us
Railway Competence Group (RCG) is an Ofqual-regulated awarding organisation (AO), specialising in the development, delivery, and assessment of high-quality qualifications and apprenticeship End-point assessments for the railway sector. As an AO, we uphold rigorous standards to ensure all apprentices meet occupational competence requirements.
We are expanding our team of Independent End-point Assessors (IEPAs) to deliver impartial, robust, and compliant assessments for apprenticeship standards that RCG is approved to deliver. We require assessors nationwide and are actively recruiting for London and the wider South East of England.
Role Overview
As a Passenger Transport Operative (PTO) IEPA, you will play a critical role in evaluating apprentices against industry and regulatory standards. Using RCG’s assessment tools, mark schemes, and guidance, you will be responsible for making fair, consistent, and unbiased assessment judgements. You will record marks, provide written feedback, and ensure that each apprentice is assessed in line with RCG and regulatory requirements.
The PTO apprenticeship standard covers the following pathways:
- Ticketing operative
- Onboard or Station operative
- Dispatch operative

Key Responsibilities
- Conduct Assessments & Marking: Carry out End-point assessments, including observations, Q&A sessions and professional discussions.
- Maintain Accurate Records: Record marks and assessment judgements using RCG’s assessment tools and reporting processes.
- Provide Performance Reports: Offer clear and detailed feedback on assessment outcomes.
- Ensure Independence & Professionalism: Remain impartial and maintain professionalism during all assessment activities.
- Stay Current with Industry Standards: Keep abreast of the railway sector’s evolving requirements and rulebook updates.
- Participate in Training & Standardisation: Attend RCG training sessions and standardisation events; remain updated on policy and procedural changes.
- Respond to Feedback: Act on any performance feedback provided by RCG to ensure continuous improvement.
- Maintain Confidentiality & IT Security: Safeguard all assessment materials and data; uphold data security and confidentiality at all times.
Qualifications & Experience
- Relevant Sector Expertise: Demonstrable competence and experience in railway operations, specifically Transport operative (Conductor, Guard), or other relevant occupational areas.
- Assessor Qualifications (one or more of the following):
- Level 3 Award in Assessing Competence in the Work Environment
- Level 3 Certificate in Assessing Vocational Achievement
- A1 Assess candidate performance using a range of methods
- D32/D33 (Assess candidate performance and assess candidates using differing sources of evidence)
- Level 3 Award/Certificate in undertaking End-point assessment or working towards it
- End-point Assessment Knowledge: Understanding of apprenticeship End-point assessment requirements, processes, and practices, particularly within the rail industry.
- CPD Commitment: Evidence of maintaining professional development and willingness to continue this.
- Technical Competence: Strong IT skills, with working knowledge of Microsoft Office.
- Communication Skills: Excellent verbal and written communication, enabling clear feedback and documentation.
- Impartiality & Professional Judgement: Ability to identify and manage potential conflicts of interest.
