The Director Construction, Health and Safety (EHS) – Europe will lead the design, implementation, and continuous improvement of construction safety, health, and environmental strategies on European construction sites across the organization. This role will develop and refine the company’s European EHS strategy in alignment with its business strategy and core values to include operational and remedial action plans. This role will build and lead a team of external EHS professionals and maintain relationships with customers and regulatory agencies, ensuring EHS challenges are identified and resolved. This Senior Leader will be responsible for the development and implementation of compliance programmes, leading the organization in European design and construction EHS risk management, and promoting environmental stewardship at all levels of the European Development team.

ESSENTIAL DUTIES AND RESPONSIBILITIES – Other duties may be assigned.

  • Develop and implement EHS policies, guidelines, and compliance programs across the project portfolio.
  • Ensure regulatory compliance across all Corporate, Operations and Construction sites.
  • Lead the organization in EHS risk management and promote EHS stewardship at all levels of the Development Organisation.
  • Build and lead a cross-functional team of external EHS professionals to support all parts of the development programme.
  • Conduct and review audits of EHS programs and implement recommendations to ensure compliance with internal procedures as well as applicable regulations.
  • Provide oversight of environmental permits and programs to ensure compliance with all applicable regulations.
  • Provide oversight for investigation and analysis of incidents involving work-related injuries and illnesses; provide organizational direction for measures to prevent recurrence.
  • Identify and evaluate EHS risks for impact to the business.
  • Analyze risk scenarios to determine potential impact to the business and implement programs to mitigate those risks.
  • Conduct assessments of existing contractors, suppliers, and consultants to ensure alignment with QTS EHS policies.
  • Assess EHS training needs based on EHS programs to ensure workforce training aligns with legislative requirements.
  • Manage the portfolio of EHS initiatives and programs for company initiatives.
  • Ensure compliance for all required EHS reporting across the European Project portfolio.

SCOPE OF WORK

Overseeing the implementation and management of Quality Technology Services, LLC (QTS)’s Site-specific EHS Plan in conjunction with its projects across Europe.

  • Ensure proper use of PPE and Tools.
  • Ensure Field Audits are undertaken on a twice-daily basis.
  • Ensure Site Orientation/Training is in place for all operatives and visitors – in conjunction with the GC.
  • Attend Toolbox Talks and provide feedback.
  • Ensure OSHA Record Keeping is in place alongside European compliant reporting.
  • Conduct Routine Inspections.
  • Ensure that heavy Equipment Inspections are in place.
  • Ensure Safe Work Permit processes are in place.
  • Interpret Safety Policy/Procedure with the GC and subcontractors and update any policy changes needed.
  • Meet with GC and Subcontractor Safety Representatives.
  • Attend Safety Meetings (with subs/clients).
  • Participate in Project Management Meetings.
  • Ensure competent reviews of contractor, subcontractor, and OFCI vendor method statements are in place.
  • Perform Accident Investigations – in conjunction with the GC and manage any associated customer reporting.
  • Review Site Orientation Training.
  • Ensure local legal compliance.
  • In conjunction with the GC, meet with any local 3rd party enforcement authorities.
  • In conjunction with the local site operations team and the GC, ensure that safe working practices are in place for working in an operational data Centre.
  • Site-specific issues to keep under review include transportation to the site, review of safe working practices around road deliveries and on-site traffic movements.

BASIC QUALIFICATIONS

  • Ten or more years of direct EHS executive leadership in an organization with multiple sites including construction sites across Europe.
  • Fifteen or more years of related experience in data centers, construction, energy industries or equivalent experience.
  • Bachelor’s degree in a relevant field or relevant professional experience.
  • Knowledge of EHS monitoring and administration software.
  • Extensive knowledge of EHS compliance regulations across Europe.
  • Experience communicating with major Customers Local Authorities regarding EHS issues.
  • Ability to travel internationally; ability to travel up to 25% of the time.

PREFERRED QUALIFICATIONS

  • Master’s degree in relevant field.
  • Professional EHS certification preferred.
