The Director, Development Commissioning – Europe will lead the design, implementation, and continuous improvement of commissioning and quality assurance for all European construction sites. This role will develop and refine the company’s European commissioning strategy in alignment with its business strategy and core values.
This role will build and lead a team of external quality assurance and commissioning professionals and will maintain relationships with customers and external vendors. It will ensure quality and commissioning challenges are identified and resolved. This Senior Leader will be responsible for the development and implementation of quality and commissioning programmes, leading the organization in European quality and commissioning management, and promoting quality and commissioning excellence at all levels of the European Development team. This role is based in the UK or Netherlands with travel across Europe to our various projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES – Other duties may be assigned.
- Develop and implement quality and commissioning policies, guidelines, and compliance programs across the project portfolio.
- Ensure regulatory compliance across all Corporate, Operations, and Construction sites across the organization.
- Lead the organization in quality and commissioning risk management and promote quality and commissioning stewardship at all levels of the Development Organisation.
- Build and lead a cross-functional team of external QA/QC and commissioning professionals to support all parts of the development programme.
- Conduct and review audits of QA and commissioning programmes and implement recommendations to ensure compliance with internal procedures as well as applicable regulations.
- Provide oversight for investigation and analysis of incidents involving quality or commissioning activities; provide organizational direction for measures to prevent recurrence.
- Identify and evaluate quality and commissioning risks for impact to the business.
- Analyze risk scenarios to determine potential impact to the business and implement programs to mitigate those risks.
- Conduct assessments of existing contractors, suppliers, and consultants to ensure alignment with QTS quality and commissioning policies.
- Assess quality and commissioning training needs to ensure workforce training aligns with QTS requirements.
SCOPE OF WORK
- Manage the end-to-end commissioning process on projects on electrical, mechanical, and controls infrastructure.
- Support the appointment of CX agents for our projects and manage the relationship.
- Ensure sufficient resources are available to support multi-project commissioning.
- Promote, manage, review, and revise the commissioning standards/QA/QC standards ensuring continuous improvement of our systems to provide predictable quality outcomes.
- Point of contact for all commissioning and QA/QC activities.
- Ability to align activities to maintain the safety plan and ensure adherence to PTW, MOPs, SOPs, and LOTO systems.
- Plan system completion boundaries with the project teams to ensure efficient completion to support CX activities.
- Commissioning and Quality planning with project stakeholders to ensure understanding and adherence to project requirements to mitigate the need for rework and minimize the observations from project walkdowns and handover process.
- Direct and lead internal and external commissioning teams to achieve best results and timely predictable outcomes.
- Develop project commissioning plans that list detailed roles and responsibilities and procedures to execute the project correctly providing our customer with predictable delivery.
- Work with stakeholders to ensure they contribute efficiently to the commissioning process.
- Maintain lessons learnt registers and liaise with the design and development teams to implement and drive best practices.
- Interpret Safety Policy/Procedure with the GC and sub-contractors and update any policy changes needed.
- Meet with GC, consultant, and OFCI Representatives.
- Participate in Project Management Meetings.
- Ensure competent reviews of contractor, subcontractor, and OFCI vendor method statements are in place.
BASIC QUALIFICATIONS
- Ten or more years of hyperscale data center commissioning management experience across multiple construction sites across Europe.
- Fifteen or more years of related experience in data centers, construction, energy industries, or equivalent experience.
- Bachelor’s degree in a relevant field or relevant professional experience.
- Knowledge of Cx monitoring and administration software.
- Ten or more years’ experience working with major cloud or AI Customers Local Authorities regarding EHS issues.
- Ability to travel internationally; ability to travel up to 25% of the time.
PREFERRED QUALIFICATIONS
- Master’s degree in a relevant field.
- Professional EHS certification preferred.

- As a quality and commissioning lead, this role will be responsible for commissioning and QA/QC across our projects to ensure they are planned, managed, and coordinated through mechanical completion, pre-commissioning, and commissioning/handover phases.
- Prior experience managing high-performing teams to achieve predictable results and outcomes for our customers.
