The Network Planning & Delivery Lead Analyst will support the scaling of QTS’ European data centre network connectivity portfolio.

The primary function is day‑to‑day planning, analysis, and delivery – including network due diligence, carrier engagement, commercial negotiation, solution design, cost analysis, procurement, contract lifecycle management, and coordination through to operational handover.

This role operates autonomously across a growing portfolio of campuses, using data‑driven insight to inform decision‑making and drive continuous improvement across the delivery lifecycle.

It holds delegated authority to lead carrier and supplier engagements on contracts exceeding $15 M to executive sign‑off and serves as a regional representative of Network Planning & Delivery, interfacing with Technology Leadership up to CTO and executive sponsors at VP level and above.

Alongside this, the role will support the design and implementation of an end‑to‑end delivery platform consolidating planning and delivery workflows into a single governed system across US and Europe.

Remote working may be considered for candidates based in Ireland, Netherlands, Spain, Italy, and Finland.

  • Job Responsibilities
  • Track and manage the active European Network delivery portfolio (Planning through to Operations) – milestones, risks, deviations, blockers, and real‑time dashboards for Technology Leadership, Investments, and external stakeholders.
  • Conduct network connectivity viability and interconnection assessments for new and existing sites – route analysis, carrier identification, cost modelling, and connectivity option evaluation.
  • Lead carrier engagement across European markets – NDAs, RFP issuance, proposal evaluation, commercial negotiation, and ongoing relationship management.
  • Lead carrier and supplier engagements on contracts exceeding $15 M, owning negotiation, commercial evaluation, and recommendation through to executive sign‑off in line with QTS delegation of authority.
  • Own contract lifecycle activity for carrier engagements – MSAs, So Ws, amendments, and milestone‑based payment structures – in coordination with Legal and Procurement.
  • Manage circuit/service procurement end‑to‑end, coordinating with internal teams (Development, Facility Ops, Q‑Systems, Legal, Procurement) to deliver on time, on budget, and to spec.
  • Reconcile connectivity delivery budgets in excess of $1 M per site – PO issuance, invoice validation, forecast tracking, and variance reporting.
  • Develop strategic carrier and supplier relationships across European markets, providing market intelligence to inform site selection, Investments pipeline decisions, and Development strategy.
  • Produce investment‑grade due diligence documentation, cost analyses, and executive summaries.
  • Act as a regional representative of Network Planning & Development, representing the function in leadership forums, investment reviews, and cross‑regional programme meetings.
  • Capture and analyse planning and delivery data to identify trends and inefficiencies, recommending and implementing process improvements.
  • Map and analyse existing workflows across NP&D and Connectivity Development/Delivery – identifying gaps, dependencies, and consolidation opportunities.
  • Configure and maintain the delivery platform using Microsoft tooling (Power Platform, Share Point, Planner) and/or Smartsheet – with potential enterprise system integration (Salesforce, Workday, Service Now).
  • Support governance rollout and platform adoption across US and European teams.
  • Proactively identify changes to existing processes, policies, and workflows based on data‑driven insight and operational experience to enhance efficiency and effectiveness.
  • Collaborate closely with cross‑functional teams to streamline delivery processes and deliver high‑quality end‑to‑end connectivity solutions.
  • Craft polished and professional written communications to convey complex findings and recommendations to diverse audiences including Technology Leadership up to CTO and Investments.
  • The position will involve periodic travel (up to 10–20 %) for site visits, carrier meetings, and team collaboration.
  • What You Will Need To Be Successful
  • Master’s degree (MBA or equivalent) or equivalent advanced degree/professional experience.
  • 8+ years in connectivity infrastructure, telecoms, data centre environments, or related technical/operational disciplines.
  • 5+ years in delivery, programme, or project management, managing concurrent workstreams, dependencies, milestones, and stakeholder reporting across multiple regions.
  • 3+ years managing carrier, supplier, or third‑party provider relationships, including commercial negotiation, proposal evaluation, contract management, and coordination.
  • Demonstrated experience owning end‑to‑end planning and delivery of connectivity infrastructure, from viability through to operational handover.
  • Demonstrated experience leading and negotiating commercial engagements at or above $15 M in total value, including evaluation, recommendation, and progression through internal governance and approval processes.
  • Demonstrated experience with contract lifecycle management, including MSAs, So Ws, amendments, commercial terms review, and milestone‑based payment structures.
  • Demonstrated experience managing and reconciling budgets of $1 M+, including PO issuance, invoice validation, forecast tracking, and variance reporting.
  • Demonstrated experience representing a technical or delivery function in senior leadership forums, investment reviews, and executive‑level stakeholder engagement.
  • Demonstrated experience in data analysis and reporting, interrogating delivery and operational data, identifying trends, and producing actionable recommendations for leadership.
  • Proficiency in platform and reporting tooling such as Smartsheet, Microsoft Power Platform (Power BI, Power Automate, Power Apps), Share Point, or equivalent.
  • Solid understanding of procurement processes, requisition, invoicing, budget impact, and forecasting.
  • Excellent written and verbal communication, able to produce investment‑grade documentation and present to senior leadership.
  • Proven ability to operate autonomously at senior level, self‑directing across concurrent workstreams, regions, and time zones, with minimal day‑to‑day oversight and accountability for outcome.

  • Experience designing and configuring delivery or project management platforms, building workflows, automations, dashboards, and reporting structures.
  • Familiarity with European carrier markets, regional providers, and regulatory environments.

  • Exposure to large‑scale data centre development and campus connectivity models.
  • Proficiency in advanced data analysis techniques, statistical modelling, and predictive analytics.
