This role forms part of an ERP Transformation Programme, migrating Procurement from SAP on‑premise to Oracle Fusion Cloud. The Procurement Functional Consultant is accountable for procurement functional design, data migration assurance, testing leadership, risk management, and go‑live readiness.
Organizational Context
The role operates within a regulated environment governed by Public Contracts Regulations, transparency, audit requirements, and value‑for‑money obligations. The consultant works closely with Procurement, Commissioning, Finance, IT, the System Integrator, and governance forums to ensure Oracle Fusion Procurement supports compliant and sustainable procurement operations.
Role Purpose
To lead the translation of SAP Procurement into Oracle Fusion Procurement, ensuring simplified and standardised procurement processes, clean and auditable data migration, effective UAT, proactive risk management, and a controlled, assured go‑live.
Key Responsibilities
- Procurement Functional Design & SAP → Oracle Translation
- Lead functional design across Oracle Fusion Procurement (Purchasing, Self‑Service Procurement, Supplier Management, Contracts where in scope)
- Translate SAP MM/SRM processes into Oracle Fusion best‑practice designs
- Challenge and simplify legacy SAP customisation and organisational workarounds
- Design Oracle‑standard requisitioning, approval, catalogue, and supplier structures
- Act as Procurement Design Authority
- Data Migration & Data Quality
- Define procurement data migration scope (migrate vs archive vs cleanse)
- Own procurement data migration rules for suppliers, open POs, commitments, and contracts (where in scope)
- Support supplier and procurement data cleansing prior to System Integrator mobilisation
- Validate migrated procurement data and commitments
- Ensure auditability and alignment with Finance controls
- Risk Management & Governance
- Identify and manage procurement functional, data, and compliance risks
- Maintain a Procurement risk register with mitigation actions
- Escalate risks impacting spend control, supplier compliance, or payments
- Support Design Authority and SteerCo decision making
- Testing, UAT & End‑to‑End Assurance
- Define realistic procurement test scenarios covering requisition‑to‑order and purchase‑to‑pay
- Lead Procurement input into SIT and UAT
- Ensure procurement testing supports Finance reconciliation and controls
- Support defect triage based on financial, compliance, and service impact
- Governance, Controls & Compliance
- Ensure Oracle Fusion design supports delegated authority limits and approval governance
- Ensure segregation of duties and audit trails
- Align procurement processes with organisational financial regulations
- Support internal and external audit requirements
- Cutover, Go‑Live & Hypercare
- Support procurement cutover planning and sequencing
- Validate procurement readiness for go‑live
- Support go‑live assurance from a procurement risk perspective
- Provide procurement support during hypercare and stabilisation
Essential Skills & Experience
- Proven SAP Procurement to Oracle Fusion Procurement implementation experience
- Strong SAP MM/SRM background
- Oracle Fusion Procurement functional expertise
- Procurement data migration and validation experience
- Experience leading or supporting UAT
- Experience operating in regulated environments
