This role forms part of an ERP Transformation Programme, migrating Payroll from SAP on‑premise to Oracle Fusion Cloud. The HCM Payroll Functional Consultant is accountable for payroll functional design, data migration assurance, testing, risk management, and go‑live readiness.
Organizational Context
The role operates in a highly regulated environment where payroll accuracy, statutory compliance, audit assurance, and public accountability are critical. The consultant works closely with Payroll Operations, HR Core, Finance, IT, the System Integrator, and programme governance forums to ensure Oracle Fusion Payroll is delivered safely and sustainably.
Role Purpose
To lead the translation of SAP Payroll into Oracle Fusion Payroll (UK), ensuring accurate gross‑to‑net processing, clean and auditable payroll data migration, effective UAT and parallel runs, proactive risk management, and a controlled go‑live.
Key Responsibilities
- Payroll Functional Design & SAP → Oracle Translation
- Lead Payroll functional design from SAP Payroll to Oracle Fusion Payroll (UK)
- Translate SAP wage types, schemas, and PCR logic into Oracle Fusion payroll elements
- Simplify legacy SAP payroll customisation and organization-specific workarounds
- Design Oracle-standard payroll structures, calendars, balances, and costing
- Act as Payroll Design Authority
- Data Migration & Data Quality
- Define payroll data migration scope (migrate vs rebuild vs archive)
- Own payroll data migration rules for employee payroll data and YTD balances
- Support payroll data cleansing prior to System Integrator mobilisation
- Validate payroll opening balances and migrated data
- Ensure auditability and HMRC compliance
- Risk Management & Governance
- Identify and manage payroll functional, data, and statutory risks
- Maintain a Payroll risk register with mitigation actions
- Escalate risks impacting pay accuracy, HMRC submissions, or pensions
- Support Design Authority and SteerCo decision making
- Testing, Parallel Runs & UAT
- Define realistic payroll test scenarios
- Lead Payroll input into SIT and UAT
- Plan, manage, and validate parallel payroll runs
- Support defect triage and prioritisation based on payroll impact
- Statutory, HMRC & Pensions Compliance
- Ensure payroll design supports UK statutory requirements (RTI, FPS/EPS, SSP/SMP, year-end)
- Support pension processing including LGPS where applicable
- Ensure segregation of duties and payroll controls
- Cutover, Go-Live & Hypercare
- Support payroll cutover planning and sequencing
- Validate payroll readiness for go-live
- Provide payroll support during hypercare and stabilisation
Essential Skills & Experience
- Proven SAP Payroll to Oracle Fusion Payroll implementation experience
- Strong SAP Payroll (PY) background
- Oracle Fusion Payroll (UK) functional expertise
- Payroll data migration and validation experience
- Experience leading parallel payroll runs and UAT
- Experience operating in regulated environments
