Team context
The Digital Transformation Programme Delivery function sits within the Digital, Data and AI team in the Corporate Group.
The Programme Delivery Team comprises Programme Leads, Project Managers, and Business Analysts, supported by Architects.
These functions collaborate to support Ofcom across change initiatives, whether delivering new tools, process improvements, or evolving offerings internally and externally.
Senior Managers work with key stakeholders to identify new projects, ensuring they are funded, resourced, and aligned with ICT and Ofcom policies.
Project Managers deliver projects by collaborating across the business and coordinating with the PMO to follow the Delivery Framework.
Business Analysts support the project process, understand business needs and work with the technical team to find solutions.
Role purpose
Ofcom is seeking an IT Project Delivery - Senior Manager to support the procurement of IT Support Services valued at £70m+.
The role provides technical and operational expertise to complement Ofcom's internal leadership.
The Project Manager will lead the work with a consultancy to conduct a detailed review of current IT support arrangements, develop and assess future service model options, and lead the design and delivery of the procurement process, working closely with internal procurement experts.
The successful candidate will coordinate end-to-end project work, manage dependencies, risks and governance, assure deliverables, and ensure a robust, compliant procurement process aligned with UK public sector requirements.
- Your key responsibilities
- Strategic Review & Options Development
- Lead and coordinate a comprehensive review of Ofcom's current IT support strategy, operating model, and service outcomes.
- Support the development and assessment of future service delivery models (in-house, outsourced, managed service, or hybrid).
- Facilitate stakeholder engagement, workshops, and requirements gathering.
- Produce clear, evidence-based recommendations and decision papers.
- Procurement Design & Delivery
- Lead the planning, governance, and day-to-day delivery of the IT Support Services procurement project.
- Work closely with the Commercial lead to support the creation of procurement artefacts (service specifications, KPIs, evaluation methodologies, ITT documentation, pricing schedules, and contractual schedules).
- Manage and coordinate the ICT consultancy hired to support the project, ensuring delivery against agreed deliverables.
- Ensure all governance documentation (approvals, audit trails, decision logs) is complete, accurate, and compliant.
- Project Management & Delivery Assurance
- Ensure the project maintains the pace required to deliver against objectives within the timeframes.
- Manage senior stakeholder engagement, expectations and conflict resolution. Ensure priorities are clearly communicated and roles/responsibilities are defined.
- Develop and maintain detailed project plans, RAID logs, reporting packs, and stakeholder communication plans.
- Manage risks, issues, and dependencies, including interdependencies with wider technology and commercial initiatives.
