Complex Care Service Manager – Domiciliary Care | Liverpool

Are you an experienced Complex Care Service Manager or CQC Registered Manager with a background in managing specialist domiciliary care services?

We are recruiting an experienced Complex Care Manager to lead and develop a specialist complex care service in Liverpool. This is a senior management opportunity for someone with a proven track record of managing complex homecare services, overseeing clinical care packages and delivering high-quality support to individuals with complex medical and healthcare needs in their own homes.

Candidates must have previous management experience within a complex care provider delivering complex domiciliary care. Experience in residential care, nursing homes or standard domiciliary care alone will not be sufficient for this position.

This is an exciting opportunity to take responsibility for service delivery, clinical governance, CQC compliance, team leadership and operational performance within an established and growing complex care service.

The Role – Complex Care Registered Manager

As Complex Care Service Manager and CQC Registered Manager, you will have overall responsibility for the operational management, quality, compliance and development of the Liverpool complex care service.

You will lead multidisciplinary teams, oversee complex care packages and ensure individuals receive safe, effective and person-centred care within their own homes.

Key responsibilities include:

  • Managing and developing a specialist complex domiciliary care service.
  • Holding responsibility as the CQC Registered Manager, ensuring compliance with CQC regulations and fundamental standards.
  • Overseeing complex care packages delivered in clients' own homes.
  • Managing multidisciplinary teams, including registered nurses, clinical leads, case managers and care support workers.
  • Ensuring high standards of clinical governance, quality assurance and safeguarding.
  • Overseeing care packages involving complex clinical interventions and specialist healthcare needs.
  • Building relationships with NHS commissioners, Integrated Care Boards (ICBs), local authorities and healthcare professionals.
  • Managing service budgets, financial performance and operational KPIs.
  • Supporting the mobilisation of new complex care packages and maintaining existing care provision.
  • Driving recruitment, retention, staff development and workforce planning.
  • Implementing service improvements and ensuring positive outcomes for people receiving care.
  • Creating a strong culture of accountability, compassion and continuous improvement.

Essential Requirements – Complex Domiciliary Care Experience

To be considered for this Complex Care Service Manager position, you must demonstrate:

  • Previous experience working for a specialist complex care domiciliary care provider.
  • Experience managing complex care services delivering care to individuals in their own homes.
  • Previous experience as a Registered Manager, Service Manager, Operations Manager or senior management professional within complex care.
  • Strong knowledge of complex homecare packages and clinical care delivery.
  • Experience managing multidisciplinary teams, including nurses and care professionals.
  • A good understanding of CQC regulations, inspections, compliance and clinical governance.
  • Knowledge of safeguarding, risk management and Health and Social Care legislation.
  • Experience managing operational budgets, service performance and business growth.
  • Excellent leadership, communication and stakeholder management skills.
  • Full UK driving licence and willingness to travel across the region.

Sector experience is essential: We are specifically looking for candidates from a complex care provider background, with direct experience of managing complex domiciliary care services. General domiciliary care or residential care management experience without complex care exposure will not be suitable.

  • 25 days annual leave plus bank holidays.
  • Additional birthday day off.
  • Company pension scheme.
