On behalf of the Cabinet Office, we are looking for a Senior Product Manager (Inside IR35) for a 6‑month contract based Hybrid in Newcastle (currently 2 days every fortnight, but can be negotiated).
The Infected Blood Compensation Authority (IBCA) is responsible for delivering compensation to people impacted by infected blood scandals. This is a highly sensitive, high‑profile programme operating under public and parliamentary scrutiny. We are seeking an experienced Senior Product Manager to take ownership of a key digital service and drive delivery in an agile, user‑centred environment. This role is critical to ensure services meet user needs, deliver measurable outcomes and continue to evolve at pace. You will sit within IBCA’s Digital Service Design Directorate, reporting to a Lead Product Manager and operating in line with GDS and Government Service Standards.
Responsibilities
- Own the end‑to‑end product lifecycle for a core IBCA digital service.
- Create, maintain and evolve product roadmaps aligned to service vision and outcomes.
- Act as the voice of the user, ensuring services meet the needs of citizens, businesses and internal users.
- Make evidence‑based prioritisation decisions in a complex, fast‑moving environment.
- Work closely with multidisciplinary teams to deliver value iteratively.
- Engage confidently with senior stakeholders and influence across organisational boundaries.
- Lead and develop a small product team and ensure services align with GDS and Service Standards.
Essential requirements
- Product Management experience within government or in the public sector.
- Proven experience delivering products using agile methodologies in complex environments.
- Strong understanding of GDS and Government Service Standards.
- Experience working with multidisciplinary agile teams.
- Excellent stakeholder engagement skills, including the ability to challenge and influence.
- Experience owning and prioritising product roadmaps linked to outcomes.
Desirable requirements
- Experience working on sensitive or trauma‑informed services.
- Background in justice, health or compensation related programmes.
- Strong prioritisation skills in fast‑paced, evolving environments.
