On behalf of EANI, we are looking for Commercial Officers (InsideIR35/PAYE) for an initial 6 month contract based hybrid in either Belfast, Omagh, Armagh or Ballymena. EA was established on 1 April 2015 under the Education Act (Northern Ireland) 2014. EA is a non-departmental public body sponsored by the Department of Education (DE) and the Department for the Economy (DfE), responsible for ensuring that efficient and effective primary and secondary education and educational services are available to meet the needs of children and young people, and for ensuring the provision of efficient and effective youth services.
As a Commercial Officer, your main responsibilities will be:
- Managing end-to-end public procurement processes, ensuring compliance, value for money, and delivery within deadlines.
- Supporting in delivering best practice procurement and contract management services.
- Developing and managing tender documentation, evaluation processes, and contract awards in line with procurement regulations.
- Providing expert procurement advice and guidance to internal stakeholders and clients.
- Monitoring supplier performance, managing contracts, and resolving disputes effectively.
- Analysing spend data and procurement activity to identify efficiencies and improvement opportunities.
- Ensuring compliance with procurement policy, legal frameworks, and quality management systems.
- Contributing to continuous improvement, business planning, and development of procurement strategies.
Essential:
- Experience managing end-to-end procurement processes.
- Strong knowledge of procurement regulations, policies, and contract management practices.
- Experience in tender evaluation, contract award, and supplier management.
- Strong analytical skills with experience interpreting data and producing reports.
- Excellent communication skills, with the ability to advise and influence stakeholders.
Desirable:
- Knowledge and Experience of Procurement Act 2023.
- Background in public sector procurement.
