On behalf of the Cabinet Office, we are looking for a Senior Business Analyst (Inside IR35) for a 3 month contract which is a hybrid role so does require 2 days a week in the London office, please note every other Monday is an essential requirement. The Cabinet Office supports the Prime Minister and ensures the effective running of government. The Cabinet Office is also the corporate headquarters for the government, in partnership with HM Treasury, and takes the lead in certain critical policy areas.
As a Senior Business Analyst, you will lead on validating requirements elicitation for the replacement of a major cross-government response platform. Your primary focus will be clarifying, challenging and validating existing requirements and identifying and remediating any gaps. You will be responsible for ensuring a complete set of Use Cases and Requirements are delivered. SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Responsibilities
- Understand and analyse user and business needs, ensuring outcomes are aligned with service vision and business strategy.
- Challenge constructively to achieve solutions that are fit for purpose.
- Facilitate collaboration and lead effective communication with all stakeholders to support design, build and delivery.
- Employ a range of tools and techniques to gather business and user requirements against the clear objectives articulated for the project.
- Determine the need and value of performing the activity based on the context.
- Evaluate requirements against the present state and the target state and identify opportunities to develop successful business requirements.
- Assist Business Improvement teams with identification of BAU enhancements and their solutions.
- Engage with policy and strategy to ensure business systems, workflows and processes contribute to the target operating model.
Essential Skills
- Exceptional knowledge of Business Analysis in particular requirements elicitation, analysis and validation techniques.
- Proven experience in requirements elicitation, analysis and validation.
- Experience of writing use cases, high level requirements and user stories.
- Strong stakeholder engagement experience and good communication skills.
- Strong analytic and problem solving abilities.
- Meticulous attention to detail with a focus on accuracy and traceability.
- Ability to work collaboratively with SMEs, product managers and other team members.
- Ability to work with stakeholders under time sensitive and high pressure conditions.
Desirable Skills
- Experience in the public sector particularly emergency response or defence organisations.
- Familiarity or working knowledge of Content Management Systems, Document Store and Geospatial tooling.
