- Programme Leadership: Lead delivery of the Data & Digital Programme, managing multiple projects, dependencies, and priorities to achieve strategic objectives.
- Team & Resource Management: Manage and develop a team, allocate resources effectively, and adapt capacity based on business needs.
- Governance & Delivery: Establish and maintain robust programme governance, reporting, and assurance aligned to standards; oversee risks, issues, budgets, and delivery performance.
- Stakeholder & Partner Management: Build strong relationships and manage external partners including digital service suppliers and government stakeholders.
- Business Change & Benefits Realisation: Embed change management and ensure delivery of measurable benefits.
- Financial & Commercial Oversight: Manage programme budget (~£700K), track financial performance, and ensure value for money.
- Strategic Contribution: Support development of corporate strategy, particularly in leveraging data and digital capabilities.
Key Requirements:
- Strong experience leading programmes/projects end-to-end across full lifecycle.
- Expertise in governance, planning, risk management, and stakeholder engagement.
- Ability to manage complex dependencies and maintain delivery momentum.
- Experience managing teams and third-party delivery partners.
- Strong communication across technical and non-technical stakeholders.
- Financial and commercial management experience.
- Relevant qualification (e.g. MSP, APM).
