On behalf of UK Export Finance, we are looking for a Programme Manager - Finance Transformation (Inside IR35) for an 18 month contract. This is a hybrid working role (travel required to London on an ad-hoc basis).

Job Purpose: The Programme Manager will lead the delivery of a complex in-flight finance transformation programme (about to enter the testing and implementation phase), acting as the key interface between business, technology, suppliers and senior stakeholders. The role is responsible for ensuring successful delivery of programme outcomes, including UKEF's IFRS9 strategic solution implementation, regulatory compliance requirements and associated business change, whilst maintaining effective governance, financial control and stakeholder engagement. The postholder will provide strategic programme leadership, working closely with other programmes across the change portfolio, ensuring that projects are delivered in line with business objectives, benefits are realised and dependencies across multiple workstreams are effectively managed.
SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Main Responsibilities:
- Lead the programme to deliver agreed business case benefits and strategic outcomes.
- Maintain overall integrity and coherence of the programme and its governance framework.
- Provide direction, guidance and leadership to project managers and wider programme teams.
- Translate organisational objectives into clear delivery plans and objectives for the team.
- Oversee the delivery of multiple projects and provide line management and/or leadership of project managers where required.
- Develop and secure approval of updates to the programme business case as required, working closely with project leads and subject matter experts.
- Build and maintain effective relationships with senior internal and external stakeholders.
- Act as a key liaison between suppliers and the programme team to ensure successful delivery.
Essential:
- Significant programme and project management experience within complex finance regulatory transformation programmes covering finance systems, processes and organisational change.
- Experience of delivering complex finance system implementations.
- Experience implementing and testing financial systems and integration solutions, including General Ledgers or similar enterprise financial platforms.
- Experience managing senior stakeholder relationships across business, technology and supplier organisations.
- Experience of programme governance, risk management and assurance activities.
Desirable:
- Experience implementing and testing financial regulatory solutions such as: IFRS 9/IFRS 17 Basel regulations.
- Experience implementing new banking systems (for example loans, guarantees, insurance or similar platforms) and integration with ledger-based financial systems.
- Experience within an export finance or insurance environment.
- Experience working within the public sector and navigating formal governance and assurance requirements.
