On behalf of The Home Office, we are looking for a Monitoring & Evaluation Assurance Lead – Inside IR35 for a 12 Month contract based Hybrid – Remote & 2 days p/week in London.

The first duty of Government is to protect the public. Since 1782, the Home Office has led work to keep the country safe from those who seek to do it harm; in doing so, we make a vital contribution to HM Government\’s plan for a stronger, fairer, outward-looking and united Britain.

Scope: Short- to long-term international projects that deliver lasting transformation. This ranges from Government to Government (G2G) agreements to HMG-funded projects to deliver security and policing advisory and capability building. Projects are overseen by Civil Service Team Leads and assured by an International Programme Management Office (IPMO) to drive effective outcomes, Value for Money (VfM), risk mitigation, and opportunity identification. To develop and deliver work, project teams work closely with international partners, Subject Matter Experts (SMEs), suppliers and wider sector stakeholders.

As a Monitoring & Evaluation Assurance Lead your main responsibilities will be:
* Leading Assurance Activities: Oversee assurance across major projects or portfolios, ensuring alignment with objectives and delivery milestones.
* Governance & Risk Management: Maintain project compliance with PMO standards and policies, manage change control, and support governance reporting.
* Stakeholder & Team Leadership: Chair meetings, manage advisors and suppliers, and maintain strong relationships with sector stakeholders.
* Project & Portfolio Oversight: Provide centralized management, strategic planning, and delivery oversight across current and future projects.
* Monitoring, Evaluation & Learning (MEL): Drive accountability through data analysis, Theory of Change, and Results Frameworks to inform decision-making.
* Impact Evaluation & Learning: Assess project effectiveness and support continuous improvement through systematic evaluation and knowledge sharing.

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

You\’ll have:
* Significant Monitoring & Assurance experience, particularly in managing multiple complex projects in an international background
* Monitoring, Evaluation & Learning (MEL) experience – ideally to include Theory of Change.
* Strong governance & risk management understanding.
* A relevant Project Management qualification – Prince 2 / MSP / APM or equivalent experience.
