On behalf of The Home Office - College of Policing, we are looking for a Senior Benefits Manager (Inside IR35) for a 6 month contract. This is a hybrid working role (travel required up to three days per week - UK Wide).

The first duty of Government is to protect the public. Since 1782, the Home Office has led work to keep the country safe from those who seek to do it harm; in doing so, we make a vital contribution to HM Government's plan for a stronger, fairer, outward-looking and united Britain. The Home Office covers three systems: Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public.

Job Purpose: This role will be supporting innovation across Policing. SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

As a Senior Benefits Manager, your main responsibilities will be to:

  • Proactively identify, quantify, and track the realisation of benefits used to justify investment in the project.
  • Ensure a fit for purpose approach is used to provide assurance that the benefits identified can be achieved.
  • Provide visible and effective leadership.
  • Work with the project manager to deliver the business case benefits and outcomes.
  • Develop clear vision and standards and champion the use of best practice, tools and processes.
  • Define and shape the benefits management strategy.
  • Oversee the project Benefits Realisation Plan including change control.
  • Establish the mechanism for co-ordinated and consistent tracking and reporting through the project lifecycle and into realisation.
  • Co-ordinate workshops, map benefits and ensure alignment.
  • Work with Stakeholders and wider benefits management community to ensure benefits are identified, understood, owned and maximised.

Essential:

  • Demonstrable experience of embedding benefits led approaches in a large organisation.
  • Experience leading projects with significant experience of benefits management.
  • Experienced in designing and creating benefit maps, benefit realisation plans, benefit profiles and other associated benefits management documentation.
  • Experience of delivering benefits training to diverse stakeholder groups.
  • Working with colleagues at Executive and senior management level to deliver benefits.
  • Experience of successful project and service delivery.
  • A thorough understanding of benefits management methodology and practices.
  • Credible subject matter expert and good communication skills.
  • Strong ability to build effective working relationships with internal and external stakeholders at all levels and work collaboratively to achieve objectives.
  • Ability to effectively challenge and influence others, including more senior colleagues and stakeholders, to ensure the right outcome is achieved.
  • Able to apply judgement creatively and flexibly to solve complex problems and generate new ideas.
  • Experience of problem solving and taking an evidence-based approach to developing and establishing standards.
  • Excellent planning and organisational skills with the ability to adapt to different audiences/scenarios.
  • Understanding of recognised industry skills frameworks, standards and approaches.

Essential qualifications:

  • Level 6 qualification in the subject matter or equivalent experience.
  • Master's Degree or Recognised Benefits Management Qualification (APMG or similar).

Desirable:

  • Experience of working in the public sector and/or policing.
  • Good working knowledge of MS Project and MS Visio.
  • Involvement in projects with a degree of IT systems change.
  • Practical experience of working in specialist field at leadership level, or equivalent.
  • Understanding of project management and business/process improvement methodologies.
  • Experience of risk management.

Please be aware that this role can only be worked within the UK and not Overseas.
