Homes England is launching the National Housing Bank, a new government-backed investment platform to accelerate housing delivery across England. With £16bn in capital, it will unlock private investment, support regeneration and accelerate housing delivery across the UK. Working with a team of highly skilled individuals alongside Transaction and Portfolio Managers and external professional advisors to ensure timely and effective contracting of complex real estate debt transactions (structured real estate and infrastructure lending) to support the delivery of new homes. Responsibilities of the role holder will primarily relate to documentation and delivery of transactions in accordance with relevant risk approvals, policies and other standards, including focus on the legal and specialist diligence aspects of the transaction.

The Transaction Execution ('TE') senior manager will be expected to ensure consistency of execution standards and appropriate management of execution risk across a portfolio of complex new real estate development loans and amendments originated by the transaction management team.

Responsibilities include:

  • Project manage complex real estate finance transactions from credit approval through to completion.
  • Lead the preparation, negotiation, review, and execution of loan documentation and associated due diligence in line with approved terms, policies, and risk standards.
  • Manage internal and external stakeholders, including legal advisers, valuers, borrowers, investors, and risk teams, to ensure smooth transaction delivery and effective risk management.
  • Review specialist due diligence reports and challenge findings where necessary to protect the lender's position.
  • Ensure governance requirements are met by obtaining approvals for any deviations from agreed structures, documentation, or policy standards while maintaining a robust audit trail.
  • Support transaction managers and wider team development by providing technical expertise, contributing to risk proposals/committees, and identifying process improvements.

Candidate profile:

  • Degree-level qualification or equivalent professional experience in a relevant field.
  • Strong experience executing complex real estate finance transactions, particularly development finance and structured lending.
  • Proven ability to negotiate legal and finance documentation, including familiarity with LMA-style documents and revolving credit facilities (RCFs).
  • Solid understanding of property due diligence, valuation methodologies, financing structures, and lender risk mitigation strategies.
  • Strong commercial judgement with the ability to assess, articulate, and balance financial and operational risks.
  • Excellent stakeholder management, communication, and collaboration skills, with the ability to work effectively across multidisciplinary teams and external advisers.
