Join Homes England's new National Housing Bank (NHB) at a pivotal moment for the UK housing sector. Backed by £16bn in new capital, including £5.5bn for guarantees, the NHB is designed to unlock stalled projects, attract institutional capital, and accelerate the delivery of quality homes across England. We're building a high-impact Guarantees Team and we need a leader who can design bold, scalable financial products that solve real market barriers.
The NHB connects capital with capability - providing government-backed finance to unlock complex sites, drive regeneration and support long-term growth. Backed by £22bn total capital, it gives partners the confidence and financial firepower to innovate and deliver at pace.
As Head of Guarantees & Product Development, you will:
- Create innovative, market-ready guarantee products that unlock delivery and crowd in private capital.
- Lead product strategy from idea to operational launch, ensuring alignment with NHB's mandate and risk appetite.
- Work directly with lenders, investors, developers and local partners to validate market need.
- Bring stakeholders across policy, legal, risk, operations and finance together to shape investable, scalable solutions.
- Build compelling business cases and documentation demonstrating impact, value and deliverability.
This is a rare chance to influence the design of a national financial institution from the ground up.
You bring:
- Strong product development experience in housing, regeneration, finance, or credit/guarantee structures.
- Deep understanding of the UK residential investment landscape.
- Proven ability to engage the market and translate need into practical product design.
- Confidence influencing across complex internal and external environments.
- A balance of commerciality, policy awareness, risk insight and creativity.
Desirable backgrounds: guarantees, housing finance, capital markets, project finance, infrastructure investment, or public-private investment models.
