A major UK organisation in the transport sector is seeking an experienced Programme Manager to lead the Day of Operations programme, focused on the implementation of HASTUS for workforce management and operator shift scheduling. HASTUS is a third-party system designed to optimise public transport scheduling, operations, and workforce management. This programme will focus specifically on operator duties, workforce rosters, daily allocations, and operational readiness, supporting consistent, efficient, and scalable workforce management across the Group's federated operating model.

The Programme Manager will be accountable for end‑to‑end delivery of the programme, working across multiple operating companies in a number of Global locations, technology partners, and central Group functions to ensure successful adoption and business outcomes.

Responsibilities
  • Lead the end‑to‑end delivery of the Day of Operations programme, from mobilisation through to implementation and transition to business‑as‑usual.
  • Own programme scope, roadmap, milestones, budget, risks, dependencies, and benefits realisation.
  • Deliver the implementation of HASTUS focused on workforce management, operator duties, rostering, and daily assignments.
  • Act as the primary interface between the organisations operating companies, Group functions, and third‑party vendors and implementation partners.
  • Successfully manage delivery within a federated operating model, balancing Group standards with local operational requirements.
  • Establish and run effective programme governance, reporting, and decision‑making forums.
  • Identify and mitigate programme, operational, and industrial risks, escalating where required.
  • Oversee system integration, data readiness, operational testing, and cutover planning.
  • Support change management, user adoption, training, and operational readiness across multiple sites.
  • Build strong relationships with senior operational leaders and key stakeholders to drive alignment and successful outcomes.
Qualifications
  • Proven experience as a Programme Manager delivering complex technology transformation programmes.
  • Experience implementing workforce management, scheduling, rostering, or optimisation platforms.
  • Strong track record of delivery in a federated or multi‑business environment.
  • Excellent stakeholder management skills, including engagement with senior operational leaders.
  • Strong commercial, risk management, and governance experience.
  • Ability to translate operational needs into technology solutions and vice versa.
  • Experience within the transport, public transport, rail, or logistics sectors.
  • Direct experience implementing HASTUS or similar workforce planning and scheduling systems would be highly desirable.
  • Familiarity with large‑scale operational change programmes.
  • Experience of delivering Global Programmes.
