P+S Recruitment are pleased to be working on behalf of our clients, who are currently seeking a Projects Liaison Engineer to join their team based in Bacton on a full-time, contract basis.

Reporting to: Terminal Manager

Location: You will be based at Bacton Terminal with travel as required for performance of the role e.g. visits to contractors/supplier’s premises etc.

Role Summary:

  • Provide liaison between the company and External Organisations Projects Teams, Engineers and Consultants, in order to understand scopes, schedules, impacts & risks to the company On-Shore and Off-shore assets.
  • Communicate to management, Risk Manager and Shareholders Engineers.
  • Provide required technical information to External Organisations in order to facilitate efficient information exchange and to help safeguard interests, in accordance with correct protocols.
  • Gain all required information from external sources in order to document, communicate, assess and assist mitigation of any risks or impacts to the company.
  • Provide technical assistance to inform on short-, medium- and long-term Safety & Operational impacts & risks utilising external technical support as required.
  • Work with all required departments to ensure fully developed processes and mitigations.
  • Gather all relevant shared information from external projects to facilitate learnings for the company to help inform future studies, projects and strategies.

Main Responsibilities:

  • Promote a strong, positive and open safety reporting culture throughout the company and supporting organisations to ensure compliance with HSSE requirements.
  • Actively seek to improve safety by early identification of risks.
  • Establish contacts within the external project organisations and build relationships in order to encourage efficient communication, data & information exchange and ability to influence project aspects where there are potential impacts.
  • Provide technical advice, utilising external support and expertise as required.
  • Ensure potential impacts on the company assets are suitably assessed and considered by the external project teams, from planning, design stages, through project execution, installation and initial operations.
  • Consider short, medium and long term risks.
  • Raise risks with management at the earliest opportunity and the Head of HSSE where applicable.
  • Gain feedback on plans & schedules, risks, impacts & mitigations from groups in order to further inform the external projects of interests and requirements.
  • Effective communication of risks to internal and external parties, including all relevant information; planning, technical, logistical and organisational, is essential.
  • Seek to influence external projects where impacts or risks are identified with the onus of implementing suitable mitigations being on the external project teams.
  • Ensure that the company are informed of project relevant matters relating to the certifying authority to ensure compliance with local legislation for process plants where required.
  • Any changes to the systems, processes, procedures or operating aspects will be managed and recorded through the Management of Change process & Data & Document Control.
  • Liaise with the Operations team at IBT, IZT & the Project Engineer–Pipeline & Mechanical, to ensure inclusion of the team members in each project journey.
  • Engagement and feedback from the operational team, with mechanism to inform the external project teams, should be sought throughout all project stages.

Project Information Gathering Design Engineering & Technical Support:

  • Ensure that technical support gained by the company is provided by suitably qualified and experienced personnel.
  • Ensure all project schedules and design briefs are shared with identified parties, internal & external, to enable efficient and timely feedback to the external project.
  • Ensure engagement with all relevant departments for each project or activity to ensure broad assessment of all project aspects.
  • Ensure compliance with key standards where applicable.
  • Attend project Design reviews, HAZOPS, HAZIDS, HAZCONS or other assessments.
  • Organise and chair internal assessments, reviews relating to the safeguarding of the company’s assets.
  • Develop documentation packs from information gathered for all projects aspects, to inform the company and provide learnings for future studies, Engineering, Projects and strategies.
  • Maintain Risks and opportunities register in liaison with the Risk Engineer.
  • Ensure that documentation is managed through the Document Management System.
  • Assist with selection and appointment of any technical support contractors.
  • Manage performance, monitor progress and control quality and ensure the contractor management procedure is adhered to.
  • Gain & share installation and commissioning schedules with all relevant parties and ensure witnessing of any required project activities is completed with copies gained of test records, information & certification.
  • Ensure delivery of all documentation, certification, records and data-books on project completion.

Working Hours:

2-3 days per week (flexible)
