Job Overview

We are looking for a passionate, forward-thinking Operational Lead for a 12 month secondment opportunity, overseeing and driving excellence within the Physiotherapy MSK Service.

The MSK Service Operational Lead will be responsible for the professional and clinical leadership, line management and development of the MSK service ensuring delivery of safe, effective and efficient services within an agreed locality.

Main duties of the job

The Post Holder Will Also Be Responsible For

  • Implementing MSK service strategies, including workforce strategies to manage the increasing demand for MSK services.
  • Maintaining high quality, patient-focused care for their service.
  • Achieving and maintaining quality care through the delivery of evidenced based/research-based practice.
  • Ensuring governance for the MSK service is embedded.
  • The implementation of audit.
  • Managing the MSK budget ensuring a balanced financial position for the individual cost centre.
  • Maintaining a clinical input – 80% (management), 20% (clinical).

Detailed Job Description And Main Responsibilities

MAIN DUTIES & RESPONSIBILITIES

  • Work with peers and other managers within the services across Provide CIC, and external partners to ensure that service delivery is effective and efficient.
  • Monitor national and local guidance and policy relating to Community MSK services and participate in the development of local policies to ensure consistency with national directors and local frameworks.
  • Manage the MSK service in line with agreed financial and quality objectives and be responsible for taking corrective action as required to ensure the efficient and effective management of resources to deliver the desired quality and quantity of service.
  • Ensure that all targets are communicated, understood and achievable
  • Develop a performance management framework and provide support to colleagues to meet required MSK quality standards and expand their knowledge and skills.
  • Develop an agreed data set to satisfy the needs of activity reporting and quality reporting and to facilitate clinical review/audit of care.
  • Actively contribute to the production of a monthly performance report for the MSK service and analyse monthly activity information for MSK, taking corrective action to maintain activity targets.
  • Develop and maintain a system to monitor professional registration of staff.
  • Deputise for the Divisional Operational Lead / Assistant Director if required.
  • Provide cross cover for other localities in the absence of peers.
  • Responsible for ensuring MSK staff are familiar with and compliant of organisational policies and standards.
  • Responsible for ensuring that overall day-to-day management arrangements are in place to ensure effective health care delivery to patient/users of the MSK service.
  • Develop, monitor and implement guidelines and protocols of care, including the development and review of MSK care pathways.
  • Plan, monitor and implement clinical service policies.
  • Ensure partnership working with primary care, social care, the acute services, and the voluntary sector in both the planning and delivery of the MSK Service.
  • Work with clinical and non-clinical colleagues internally and externally to develop the MSK service in line with the wider system strategy.
  • Responsible for either delegating complaint investigations or undertaking investigation of complaints, ensuring appropriate actions are taken to resolve/address deficiencies in the MSK service provision.
  • Responsible for effective management of MSK workforce including sickness/absence management, recruitment and selection, development of MSK staff.
  • Responsible for maintaining a working environment that attracts new and diverse colleagues into the MSK team and contributes to retaining them.

Leadership

  • To regularly review resources and take a lead in developing skill mix within the MSK team.
  • Work with all members of multi-disciplinary, multi professional team to continually reassess and develop the MSK service provided.
  • Lead, organise and participate in regular MSK team meetings.
  • Lead specific projects and MSK service reviews on behalf of the Divisional Operational Lead / Assistant Director.
  • Ensure that MSK staff within the locality are able to seek specific supervision and receive support on a day to day basis.

Enable MSK staff to seek advice and guidance to inform their decision making and action from others through supervision, mentorship and effective line management.

  • Ensure that those being line managed are clear of their role, responsibilities and are set clear, specific objectives.
  • Ensure adherence to policies and guidance for supporting and developing staff

e.g. one to ones, appraisal and competency.

  • Ensure that there is a commitment to achieving continuous professional development of all MSK staff.
  • Champion behaviours that promote a positive, respectful, transparent and inclusive team culture.

Clinical Skills

  • To engage in MSK clinical practice a minimum of 20% of the working week in order to maintain own MSK clinical expertise (flexed to take account of management demands).
  • Act as a role model and using the clinical time to act as a MSK clinical expert to the service.
  • Work within the boundaries of professional and clinical competence and scope of practice and support MSK workforce to do the same.
  • Assess, plan, implement and evaluate care for individual and groups of patients within the MSK service to ensure that quality care is maintained and that practice has a research or evidence base where practicable.
  • Develop MSK service models and initiatives to respond to changing demands for care, based on needs assessment, taking account of technological developments and MSK service development.
  • Provide clinical direction to the MSK service, with particular expertise in the MSK care area.
  • Non-Medical Prescribers (if appropriate) must be compliant with The Chartered Society of Physiotherapy’s (CSP’s) Non-medical prescribing Standards and the organisational policies and guidelines for non-medical prescribing.

Computer/Administration

  • To be computer literate and encourage implementation of the organisation’s IM&T strategy
  • To ensure accurate recording of actions and updating patient records maintaining confidentiality at all times
  • To take part and assist in the planning and administration relating to day to day running of the MSK caseload and work allocation
  • To be competent in the use of E-Roster for workforce planning and able to utilise the system as required/necessary for the service/locality

Communication

  • To provide leadership to all MSK clinical staff within the post holder’s portfolio.
  • To develop a culture where MSK staff involvement in the business development of the MSK service is the accepted norm.
  • To communicate effectively with a wide range of clinicians, managers and support staff internal and external to the organisation, and with patients and carers.

To support the Divisional Operational Lead / Assistant Director in the development of close working relationships with internal and external partners.

  • To ensure effective communication systems exist within the MSK service so that MSK staff receive necessary information in relation to organisational developments.
  • To deliver effective and targeted communication to MSK staff regarding the MSK service in a variety of styles including presentation, reports, briefings and discussion.
  • To present and promote a positive image to patients, public, other health and social care providers, commissioners and relevant external agencies.
  • To communicate highly complex, sensitive or contentious information at all levels within the MSK service, using negotiation skills, persuasion and diplomacy.
  • To anticipate barriers to communications and resistance to change and to be able to manage these effectively, liaising and seeking appropriate support as required.

Training

  • To act as mentor to MSK students, providing effective education, facilitating their development and promoting high standards of care.
  • Ensure MSK students are actively supported to enable them to achieve their learning needs.
  • To ensure own continued professional development and support a culture of lifelong learning in self and others.
  • To undertake, and assist, in the planning of own mandatory training and workshops.
  • To undertake a regular appraisal, developing a personal development plan that includes clinical competencies reflecting the health needs of the local population and relates to Provide’s strategy.
  • To support new MSK staff and their integration within the MSK team.
  • To support training as part of the role including changes to professional development and implementation of new policies and guidelines.
