Head of Estates

Location: Basingstoke

Contract: Full time hours, Interim (6 months), £250 - £300 day rate

Responsibilities

  • Ensure the effective development and high quality management of the college's estate and excellent service from contractors and suppliers.
  • Coordinate college operations, ensuring events, activities and projects are well organized and efficiently executed.
  • Oversee college procurement, ensuring the college achieves best value and is compliant with legislation.

Estate Management

  • Develop and maintain a planned maintenance programme, having due regard to the condition of the estate and available budget.
  • Manage the demand for minor works requests from departments via the helpdesk.
  • With the Health and Safety Officer (HSO), control the fire evacuation procedure, carrying out tests as appropriate and reporting outcomes to APCS.
  • Ensure compliance by users with college policies regarding student behaviour, smoking, and badge policies; manage student behaviour on campus and in the locality.
  • Manage the college car parks, administer the penalty scheme, recommend policy and practice.
  • Manage the performance of contractors and determine the contracts required to support the estate.
  • Manage and improve the building management software (BMS) ensuring comfortable temperatures year round.
  • Monitor utility usage to get best value for money, identifying areas for improvement.
  • Maintain a smart campus appearance - tidiness, litter, graffiti removal, decoration, grounds maintenance.

Manage the Team

  • Manage the Estates & Facilities and Cleaning teams, ensuring an effective multi-tasking, responsive approach to the needs of internal and external customers and a cared for, safe and sustainable environment for learners, staff and visitors.
  • Ensure that annual performance and development reviews are undertaken for each member of the team, identify training requirements, set and monitor targets, ensure appropriate development opportunities and address areas of concern.
