The Opportunity and Ideal Candidate
We are seeking an experienced Public Sector Technology Delivery Lead at Associate Director or Director level to establish and lead a high-performing managed services capability based in Newcastle. This is first and foremost a delivery and people leadership role: the successful candidate will mobilise and govern complex technology services, build a new team from the ground up, and create the structures, culture and learning pathways that enable that team to perform at scale.
The ideal candidate will bring a strong track record of leading large, multidisciplinary managed service teams in Public Sector or similarly regulated environments. They will understand how to move a service from mobilisation through stabilisation and into effective operation, with robust governance, service management, workforce planning, performance oversight and continuous improvement.
Just as importantly, they will have practical experience recruiting, building, training and upskilling teams, including graduates, apprentices or other early-career talent. They will be a hands-on, visible leader who can turn a developing workforce into a confident, client-ready delivery organisation.
The successful candidate must have sufficient technology credibility to lead specialists and work effectively with platform partners, particularly UiPath. Deep UiPath expertise is not essential; however, familiarity with intelligent automation and an existing relationship with UiPath would be advantageous.
Where We Need You
This role will sit within our Business Performance Improvement (BPI) Consulting practice and lead a strategic Public Sector managed services capability in Newcastle. The position will work closely with client leaders, delivery teams, technology specialists, Talent Management, recruitment colleagues and external platform partners.
The Newcastle location is central to the role and to the long-term development of a sustainable delivery hub in the North East. Candidates must be able to maintain a regular, visible presence with the local team and attend client sites where required.
What You Can Expect
Managed Services Delivery
- Lead the mobilisation, transition, stabilisation and ongoing delivery of large-scale Public Sector technology managed services.
- Establish clear delivery governance, service management, reporting, risk, issue and escalation arrangements.
- Take accountability for service levels, performance measures, contractual commitments, delivery quality and client outcomes.
- Lead multidisciplinary teams that may include architects, developers, business analysts, support specialists, technical leads and delivery managers.
- Oversee resource planning, capacity, forecasting, utilisation and workforce deployment across multiple workstreams.
- Drive operational excellence, continuous improvement and a consistent approach to delivery assurance.
Building and Developing the Team
- Build and lead a high-performing, Newcastle-based delivery team from the ground up.
- Shape the organisation structure, role profiles, recruitment plans, onboarding approach and team culture required to scale the capability.
- Create structured learning pathways for graduates, apprentices, entry-level hires and early-career professionals.
- Coordinate formal UiPath-led training and translate that learning into practical, supervised client delivery experience.
- Develop complementary learning pathways across automation, low-code, cloud and related technologies as the service evolves.
- Set clear readiness criteria and track each team member from onboarding and training through to deployment.
- Coach delivery managers, technical leads and future leaders, and establish succession plans for a growing organisation.
- Create communities of practice, reusable delivery guidance and knowledge-sharing forums that support consistent standards.
Client and Stakeholder Leadership
- Build trusted relationships with senior Public Sector client stakeholders and act as the senior escalation point for delivery matters.
- Lead service reviews and communicate performance, risks, dependencies and improvement priorities with clarity.
- Work with UiPath and other technology partners to coordinate training, capability development and delivery support.
- Support selected bids, renewals and growth opportunities where senior delivery input is required, while keeping delivery leadership as the primary focus of the role.
Do Your Talents Include the Following?
Essential Experience
- Significant experience leading large-scale technology managed services, complex technology programmes or both.
- Strong Public Sector delivery experience, or closely comparable experience within regulated, security-conscious environments.
- Proven responsibility for service mobilisation, transition, governance, stabilisation and ongoing operational delivery.
- Experience leading large, multidisciplinary teams against formal service levels, performance measures and contractual obligations.
- A demonstrable track record of building a delivery team or capability from the ground up and scaling it successfully.
- Proven experience building and developing delivery teams, including establishing structured onboarding, training and capability-development approaches in partnership with internal learning teams, technology partners or external providers.
- Experience coaching and developing team members at different career stages and creating clear routes to client-ready performance.
- Strong operational and commercial judgement, including budgets, resource plans, workforce forecasting and utilisation.
- Confident senior stakeholder leadership, including governance, service reviews, risk management and complex escalations.
- The ability and commitment to be based in, or work regularly from, Newcastle and the surrounding North East region.
Leadership Style and Personal Qualities
- A visible, hands-on leader who combines strategic thinking with disciplined execution.
- A genuine commitment to coaching, mentoring and creating opportunities for others to grow.
- The ability to create structure and momentum in a new or rapidly scaling delivery environment.
- Clear communication, sound judgement and the confidence to challenge constructively.
- A collaborative approach to working with clients, colleagues, technology partners and wider business functions.
Advantageous Experience
- Direct experience establishing a delivery academy, centre of excellence, regional delivery hub or comparable capability.
- Experience designing formal learning pathways for graduates, apprentices, entry-level hires or early-career professionals.
- Experience integrating structured learning with supervised client delivery, readiness assessment and progression milestones.
- Familiarity with UiPath, intelligent automation or automation operating models.
- An existing relationship with UiPath or experience working with UiPath as a strategic training or delivery partner.
- Broader exposure to Microsoft Power Platform, AWS, low-code, cloud or AI-enabled service delivery.
- Experience managing blended onshore, nearshore or offshore teams.
- Relevant technology or service management certifications.
- Active security clearance or eligibility to obtain it.
Your Educational and Professional Qualifications
Relevant certifications in technology delivery, service management, programme delivery, UiPath, Microsoft or AWS would be advantageous but are not essential where the candidate can demonstrate the required leadership and delivery experience.
