Our Work Opportunities are currently available to join the High Value Council Tax Surcharge (HVCTS) Team in the Valuation Office Agency. HVCTS is a new tax that was announced by the Chancellor in her 2025 Autumn Budget. The team will be undertaking a targeted revaluation and banding exercise of domestic properties with a market value of £2 million and over that will underpin this new tax. The team will be utilising a modern model assisted valuation approach, including valuer-led valuations. This is an exciting opportunity for talented people with relevant knowledge, experience and skills to join the team.

As a qualified Valuation Surveyor, you’ll be responsible for assessing large volumes of valuations, and providing property related advice. You will be expected to use your expertise in property valuation to take evidence-based decisions. As well as having the relevant knowledge and experience, you would be expected to develop the necessary skills in the use of digital tools and the capturing of data to employ the latest valuation techniques. The role holder will work alongside mass appraisal surveyors and analysts supporting data improvement, valuation review (both on mass and individually) and identifying properties and areas for further investigation. In addition to reviewing model assisted valuations you will be required to undertake more traditional valuer-led valuations.

Key Responsibilities

  • Assessing large volumes of valuations produced using a model assisted valuation approach.
  • Supporting the understanding of the valuation methods by clearly articulating value significant factors and communicating those to different audiences.
  • Undertaking valuer-led valuations by identifying and valuing residential properties where appropriate.
  • As part of a multi-skilled team, working with colleagues from different areas, including analytic, non-analytic, valuation and non-valuation backgrounds, exchanging ideas and insight and establishing a common understanding.
  • Undertaking investigative work into the high value residential market and using these insights to improve our property data and valuation techniques.
  • Occasional travel to other offices across England will be required, which may include overnight stays.

Our ideal candidate will be able to assess large volumes of residential property valuations and produce valuer-led valuations to demanding deadlines and to our high-quality standards. You will enjoy working as part of a team and providing support and valuation advice to other team members. Your role will include property inspections and travel, and your skills and experience will enable us to provide an efficient, effective service right at the heart of the public interest.

Essential Criteria

The essential criteria to be used for selecting for this vacancy are set out below, and applicants should be able to demonstrate their knowledge, skills, and experience in the specified areas:

  • Possess an excellent knowledge of residential property valuation, including the key drivers of value and the ability to interpret local residential market trends.
  • Strong analytical skills with the ability to interpret a range of evidence and data to arrive at sound decisions.
  • Committed to continuous development of self and others, with full engagement in any training provided to ensure effective use of internal technologies and tools.
  • Ability to give clear written and oral advice and to explain legal issues both internally to colleagues and to external customers and stakeholders.
  • The willingness and ability to undertake site inspections of properties, and location visits, where necessary, representing the VOA professionally in dealings with the public.
  • MRICS or IRRV Qualified Full MRICS, FRICS or IRRV (hons) Qualification or due to sit the APC in session one of 2026.

A full UK Driving Licence is essential to this role. However, if you are considered disabled under the Equality Act 2010 and do not hold a full driving licence, we will consider your application.

Alongside your salary of £48,886, Valuation Office Agency contributes £14,162 towards you being a member of the Civil Service Defined Benefit Pension scheme. We offer a range of flexible working options, a generous leave allowance that starts at 25 days (increasing by a day for every year of qualifying service up to a maximum of 30 days) and a Civil Service Pension with an average employer contribution of 28.97%.
